The United Nations Development Programme (UNDP) is seeking proposals for “Study of existing schemes/program for Coastal areas and identification of institutions for networking opportunities” under the GCF funded project on Enhancing Climate Resilience of India’s Coastal Communities.
UNDP is currently working in areas concerning sustainable development, from systems and institutional strengthening to inclusive growth and sustainable livelihoods, as well as sustainable energy, environment and resilience.
This will be achieved through interventions outlined below in target landscapes in the three states:
- Protect and restore ecosystems such as mangroves and seagrass
- Help communities adopt climate-adaptive livelihoods and value chains
- Mainstream EbA principles into coastal planning and governance, enabling intersectoral coordination for addressing climate risk across all of India’s coastal states
Though the project will work on strengthening the national level planning and decision-making system on ecosystem-based adaptation, on-ground interventions will be undertaken in three states in the east and west coast– Andhra Pradesh, Maharashtra and Odisha. The proposed project supports the Government of India to enhance the resilience of vulnerable coastal communities to climate change. The project will shift the paradigm for coastal governance towards a new approach by integrating ecosystem-centered and community-based approaches to adaptation into coastal management and planning.
This will be achieved through a number of innovative means:
- Enhancing cross-sectoral planning and governance of the coast through an innovative comanagement approach;
- Investing in ecological infrastructure to buffer against climatic impacts and climate-induced disasters;
- Supporting climate-resilient coastal livelihoods through enhanced access to finance for enterprise development and market linkages.
The project will enhance the resilience of coastal communities throughout India, through the implementation of interventions under the following inter-linked outputs:
- Output 1: Enhanced resilience of coastal and marine ecosystems and their services;
- Output 2: Climate adaptive livelihoods for enhanced resilience of vulnerable coastal communities; and
- Output 3: Strengthened coastal and marine governance and institutional frameworks for climate resilient management of coastal areas.
As per the existing situation, there are a multiplicity of schemes and programs related to coastal areas and there are a large number of institutions working in coastal areas. This RFP is being floated to get a consolidated picture of the existing schemes and programs, and of institutions/organisations working in the coastal areas.
Objectives
The main objectives of this Study of existing schemes/program for Coastal areas and identification of institutions for networking opportunities are:
- Study of current schemes/programs related to coastal areas (supported by government, bilateral / multilateral /private sector CSR funding)
- Identification of institutions (South Asian regional, national and coastal states) to be included as part of a network under the GCF project for convergence and knowledge sharing
- Identification of potential areas of collaborative work with institutions, agencies and networks related specifically to the key activities envisaged in the GCF Coastal project.
Timeframe
The study needs to be completed within a time period of (3 months) 90 days.
Eligibility Criteria
- Proposals are invited from the institutions/organizations only.
- Proposal submitted by Individuals will not be accepted.
- The agency should have five years of relevant experience in the field of governance and institutional development.
- The agency should have completed one assignment showcasing experience of coastal management, conducting studies in the climate change and environment sector at National/State level, relevant to the requirement to this RFP.
- Team Leader should have Master’s degree from a recognized institution in the areas of public policy/public administration/environment management.
