The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to increase judicial transparency, independence, and efficiency in Mongolia.
Project Goal(s) and Objectives
- Goal: Mongolia’s judiciary implements a judicial reform initiative to enhance judicial independence, transparency, efficiency, and accountability, focusing on topics such as improving case processing speeds, public communications, ethics training and disciplinary procedures, and mitigating failures to enforce or assess judicial penalties.
- Objective 1: Mongolia’s judiciary identifies and adopts (or prepares to adopt) information technology solutions and process improvements to improve case management and court administration.
- Objective 2: Mongolia’s judiciary has strategies in place to enhance public confidence and awareness of judicial processes, decision-making, and proceedings.
- Objective 3: Mongolia’s judiciary continues efforts to develop fair and effective disciplinary and ethical advisory processes, manage complaints effectively, and train justices and administrators in judicial ethics and ethics compliance.
- Objective 4: Mongolia’s General Executive Agency of Court Decision more efficiently enforces court decisions.

- Award amounts: awards may range from a minimum of $500,000 to a maximum of $750,000

Project Activities and Deliverables
- Projects may encompass skills training workshops, analyses of court processes resulting in recommendations for improvements, implementing digital solutions, travel to relevant conferences and training, support for training curricula or writing manuals, and support for establishing coordinating mechanisms and information sharing among judicial stakeholders.
Participants and Audiences
- The target recipients of this project will include judges, judicial bodies, judicial staff, and senior leadership of the judiciary, other relevant ministries, members of civil society, and public and private institutions. The selected applicant should coordinate closely with the Judicial General Council and other relevant bodies. Applicants should identify target audiences, specific demographics, and locations in Mongolia in which the project should be implemented. It is particularly important to specify the approximate number of beneficiaries to be directly and indirectly impacted by project activities.
