The European Commission (EC) is seeking proposals to strengthen resilience, in particular the food and nutritional security of the population, particularly vulnerable groups including women and children, and institutions responsible for offering services adapted to socio-eco-climatic shocks in the Great South.
Program Objectives
- The specific objectives of the “RESILIENCE Program – NGO component” are:
- OS1: “Contribute to the development of a diversified agro-pastoral sector adapted to climate change, through improving its productivity, strengthening the livelihoods of the most vulnerable and increasing their access to diversified and nutrient-rich diets, particularly for women and children, and other groups in situations of high vulnerability.”
- OS2: “Preserve and restore landscapes, forests and associated ecosystem services as part of integrated, sustainable and inclusive management of territories and watersheds”.
- OS 3: “Improve risk management and response and the links between emergency, social cohesion and development actions through coordinated, inclusive, accountable, conflict-sensitive and policy-based implementation. evidence”.
Priorities
- The 6 (six) priorities of this call for proposals, with a view to contributing to the achievement of the specific objectives mentioned above, are as follows:
- Priority 1.1 contributing to expected effect 1 (or specific objective 1) – Agropastoral component
- “The means and services supporting producers are strengthened and functional to support sustainable sectors, adapted to climate change, sensitive to nutrition and oriented to the markets.”
- Contribution of the RESILIENCE Program UN Agencies component:
- FAO will work on the seed issue (rehabilitation of Behara station, partnership with the private sector to accelerate the multiplication of basic seeds and establishment of a seed stock to be used in emergency cases) and the consolidation/professionalization of the network of APPSA ex-MMAV auxiliary agents in Androy and Anosy.
- WFP will support the establishment of a series of medium/large-scale infrastructures (food bank, Rapid Rural Transformation) to provide energy, support the valorization of local products and will support “purchasing” initiatives local” with small producers.
- Priority 1.2 contributing to expected effect 1 (or specific objective 1) – Nutrition component
- “Means and services enabling households, particularly those in the most vulnerable conditions, to strengthen their livelihoods, prevent and treat undernutrition among women of childbearing age and children under 5 years of age are promoted and insured”
- Contribution of the RESILIENCE Program UN Agencies component:
- UNICEF, WFP and FAO will support a capacity building plan for the ONN and ORN Androy/Anosy; contributions to the institutional, political and strategic frameworks are also expected (Development of food guides, standards for the complementary food production sector, guide on the enrichment of processed products).
- Priority 2.1 contributing to expected effect 2 (or specific objective 2) – Landscape and Environment Component
- “Natural habitats, landscapes, forests and source protection areas are protected and/ or restored effectively following planning and governance participatory for all, including women”
- Contribution of the RESILIENCE Program UN Agencies component:
- UNDP will develop a pilot action on IWRM in Androy and Anosy.
- Priority 2.2 contributing to expected effect 2 (or specific objective 2) – Water & Soil component
- “Adapted planning systems and practices for the conservation and restoration of soil and the sustainable and resilient management of water resources are implemented in place and controlled locally.
- Contribution of the RESILIENCE Program UN Agencies component:
- UNICEF will work on: i) the establishment of a water infrastructure monitoring system, ii) the establishment of water infrastructure, iii) partnerships with local actors to contribute to maintenance drilling, iv) the establishment of Sand Dams / REEPS.
- Priority 3.1 contributing to expected effect 3 (or specific objective 3) – SIAP and AA component
- “Shock anticipation actions are provided to populations thanks to analyzes produced by a functional and efficient information and early warning system (SIAP). coordinated”.
- Contribution of the RESILIENCE Program UN Agencies component:
- UNDP, with the other 03 agencies (WFP, FAO and UNICEF), will support the establishment of a multi-sectoral and multi-risk early warning system in Androy and Anosy via ECHO; its achievements will be consolidated via the RESILIENCE/ UN program.
- Priority 3.2 contributing to expected effect 3 (or specific objective 3) – NEXUS HDP Coordination component
- “The capacities of actors to ensure coordination, impact, inclusiveness, accountability, social cohesion of the community fabric and capitalization of activities on the ground are strengthened in order to operationalize the NEXUS HDP”.
- At this level, via this AàP, they aim to strengthen a coordination mechanism focused on the NEXUS HDP approach which will be at the heart of the RESILIENCE Program facilitated by the UN Agencies and managed by the local authorities of Androy and Anosy and to which the implementation partners of this AàP must also contribute and align.
- The contribution of this proposal for this priority is expected on actions to support local authorities which will be complementary to the support provided by the UN and AT components.
- Contribution of the RESILIENCE Program UN Agencies component:
- UNDP will support, with other agencies and local authorities, an inclusive regional coordination mechanism integrating the NEXUS HDP approach in the Anosy and Androy regions.
- Priority 1.1 contributing to expected effect 1 (or specific objective 1) – Agropastoral component
Sectors or Themes
- The types of actions eligible for funding under this call for proposals must fall within sectors and sub-sectors which are generally oriented around the development of agricultural services and agriculture (including livestock breeding, fishing, fish farming and productive reforestation). Gender equality, environmental preservation and adaptation to climate change as well as good governance of rural organizations, however, constitute crosscutting themes and the proposed actions must clearly demonstrate how these issues are taken into account in the design, the implementation and monitoring of actions.
- Non-exhaustively, they will refer to the following sectors or themes:
- Rural development (agro-sylvo-pastoralism-fishing)
- Support for value chains and partnerships with private operators
- Structuring of rural producers (farmers, breeders)
- Support for the promotion of livelihoods (agricultural and non-agricultural IGAs, savings groups/ WITH, literacy, vocational training, etc.)
- Food security (support for production, storage, processing, etc.)
- Nutrition (training, education, awareness, monitoring, referencing, etc.)
- Adaptation of agricultural and livestock practices to climate change
- Protection and conservation of water and soil
- Rehabilitation and construction of small infrastructures around the sectors covered by this Call (in particular: agriculture, livestock, fishing, nutrition, water, etc.)
- “Soft” and “hard” (one-off) activities aimed at better access to water, better management/governance of water infrastructure etc.
- Social cohesion/Community protection
- Risk management and disasters
- Support/support for local and regional coordination structures and technical services decentralized
Funding Information
- The overall indicative amount made available under this call for proposals amounts to EUR 11,200,000. The contracting authority reserves the right not to allocate all available funds.

- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:

Duration
- The initial planned duration of an action cannot be less than 60 months nor exceed 72 months.
Location
- The actions must be implemented in Madagascar in the Regions of Androy (Districts of: Ambovombe, Tsihombe and Bekily) and Anosy (District of: Amboasary and Betroka). Beloha District (Androy) or Fort Dauphin (Anosy) can be taken into account in this Call to support and consolidate specific initiatives linked to the key sectors of this AàP such as: peasant supervision, agropastoral production, partnership with the sector private and nutrition.
Eligibility Criteria
- Lead applicant
- To qualify for a grant, the lead applicant must:
- be a legal entity and
- have no profit motive and
- belong to one of the following categories of organizations: non-governmental organization, public sector operator, local authority, international (intergovernmental) organization as defined in Article 156 of the Financial Regulation of the European Union10 and
- be established in a Member State of the European Union or in Madagascar
- This obligation does not apply to international organizations;
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary and
- Operate in at least six (06) of the sectors/themes provided for in section 2.1.3 for at least three (03) years, particularly in Africa and
- Have sufficient capacity and experience to carry out the grant, i.e. say:
- Have implemented as leader, over the last five years, at least two (02) rural development projects in Africa for an amount at least equal to 50% of the amount of the project proposed within the framework of the this call for proposals and;
- Have played the role of coordinator of a consortium involving at least two (02) co-applicants/partners and;
- Have recorded over the last three (03) years an average annual budget equal to or greater than the amount of the grant proposed as part of this call for proposals.
- To qualify for a grant, the lead applicant must:
- Co-applicant(s)
- The number of co-applicants is limited to five (05) maximum.
- The co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant itself except these criteria:
- Operate in at least six (06) of the sectors/themes provided for in section 2.1.3 for at least three (03) years, particularly in Africa and
- Have sufficient capacity and experience to carry out the grant, i.e. say:
- Have implemented as leader, over the last five years, at least two (02) rural development projects in Africa for an amount at least equal to 50% of the amount of the project proposed within the framework of the this call for proposals and;
- Have played the role of coordinator of a consortium involving at least two (02) co-applicants/partners and;
- Have recorded over the last three (03) years an average annual budget equal to or greater than the amount of the grant proposed as part of this call for proposals.
- Co-applicants must sign the mandate form.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities can be considered affiliated with the lead applicant and/or co-applicant(s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- Control on annual financial statements, consolidated financial statements and related reports of certain forms of undertaking:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). This is valid for other control levels;
- entities directly or indirectly controlling the applicant (parent companies). Likewise, these may be entities controlling a company controlling the applicant;
- entities at the same level of direct or indirect control as the applicant (sister companies);
- Entities affiliated with an applicant may therefore be:
- Membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association, etc.) than the proposed affiliated entity.
