The Global Environment Facility (GEF) – Small Grants Programme, implemented by UNDP in partnership with the Royal Government of Bhutan would like to invite Civil Society Organization and Community-Based Organizations to submit proposal to develop the Community Development and Knowledge Management for the Satoyama Initiative (COMDEKS) comprehensive strategy for enhancing sustainable development and resilience of highland communities in Bhutan.
The COMDEKS program aims to strengthen the resilience of socio-ecological production landscapes and seascapes (SEPLS) around the world. In Bhutan, the initiative focuses on promoting sustainable practices, enhancing biodiversity, and improving livelihoods through community-led projects of the high land communities. The development of a robust strategy is essential to guide future activities, ensuring they are impactful, sustainable, and aligned with national development goals.
Objectives
- The main objectives of the assignment are:
- To conduct a basic situational analysis of current socio-ecological status of highland landscapes in Bhutan by visiting some sites with good representation of the landscape.
- To engage key stakeholders, including local communities, government agencies, and development partners in the highland landscape.
- To develop a COMDEKS strategy as per the prescribed template, that includes vision, goals, issues and challenges, and recommendations for the COMDEKS program in Bhutan.
- To design a monitoring and evaluation framework to track the progress and impact of the strategy.
Scope of Work
- The selected organization will be responsible for the following tasks:
- Situational Analysis
- Collect and analyze data on current socio-ecological status of highland landscapes in Bhutan.
- Conduct field visits and stakeholder consultations to gather primary data and insights. (one or two sites)
- Strategy Development
- Define the vision and long-term goals for the COMDEKS strategy in Bhutan.
- Develop strategic pillars that address key areas such as biodiversity conservation, sustainable land management, and community livelihoods.
- Formulate an action plan with specific activities, timelines, and responsible parties.
- Implementation Framework
- Propose institutional arrangements for effective coordination and management of strategy implementation.
- Monitoring and Evaluation
- Design a framework for monitoring and evaluation, including key performance indicators (KPIs).
- Establish reporting mechanisms to provide regular updates on the strategy’s progress.
- Capacity Building
- Develop training programs to build the capacity of local communities and stakeholders.
- Facilitate knowledge sharing through workshops, seminars, and other platforms.

Timeline
- The strategy development process is expected to be completed within 30 days from the day of contract signing.
Deliverables
- The assignment should deliver the following:
- Inception Report: Detailed work plan, methodology, timeline and budget breakdown.
- Situational Analysis Report: Summary of the findings from data collection and stakeholder consultations.
- Draft Strategy Document: Draft version of the comprehensive strategy.
- Final Strategy Document: Finalized strategy incorporating feedback from stakeholders.
- Implementation Plan: Detailed steps for strategy implementation.
- Monitoring and Evaluation Framework: Document detailing the M&E framework and KPIs.
- Capacity Building Materials: Training modules and materials.
Eligibility Criteria
- The identified CSO/CBO should have the following qualifications and experiences:
- Proven experience in developing strategies for community-based development projects.
- Expertise in biodiversity conservation, sustainable land management, and capacity building.
- Strong analytical, research, and stakeholder engagement skills.
- Excellent communication and report-writing abilities.
