The United Nations Human Settlements Programme (UN-Habitat) is pleased to announce the Building Capacities of local NGOs/CSOs on Developing and Implementing Local Climate Action Program.
This call for submission of proposals is launched under the scope of the EU funded project “Myanmar Climate Change Alliance 2 (MCCA2)” to implement the activity “Building Capacities of local NGOs/CSOs on Developing and Implementing Local Climate Action” aiming to improve local capacities to access more climate financing in Myanmar. This activity should be undertaken from September to December 2024 and led by UN-Habitat Myanmar MCCA Team.
Objectives
- The main objective of the proposal is to build the capacities of local NGOs/CSOs in developing and implementing climate change projects and thus enhance their ability to access available climate finance.
- The specific objectives of the proposal are as follows:
- To conduct mapping of local NGOs and CSOs working in the climate change/environment sector and undertake rapid assessment to identify key gaps and priorities/needs in the climate change sector.
- To develop the guidelines and tools for local NGOs and CSOs to develop climate change project proposals.
- To provide trainings to 25 representatives of 25 Local NGOs/CSOs based in Myanmar on climate action proposal development and implementation.
- To provide an introduction to the climate financing options in Myanmar including through private sector financing and support CSOs in accessing available climate financing options.
Scope of the Project
- Rapid assessment to map local NGOs/CSOs working in environment and climate change sector and to identify key capacity gaps and needs in project development, management, and monitoring for the climate change sector.
- Development of guideline/tool/manual for the development of Climate Action project proposal.
- Promote inclusive, gender-responsive, and local climate actions through engagement of CSOs.
- Support CSOs in accessing available climate change finance.

Main Activities and Responsibilities
- The Implementing Partner will be responsible for undertaking the following (but not limited to) main activities:
- Undertake research to list local NGOs and CSOs working in the environment and climate change sector across the country and including 08 targeted MCCA2 townships.
- Develop tools for capacity assessment of local NGOs and CSOs working in the climate change sector.
- Conduct rapid survey assessment to identify the gaps and needs of local NGOs/CSOs to develop and implement Climate Action.
- Undertake (if needed) field visits and organize consultation with CSOs to support rapid survey assessment.
- Develop capacity assessment report and present to M-CAN members for their review and comments before finalizing the report.
- Develop the guideline/tool/manual for local CSOs/NGOs to develop climate Action proposals.
- Develop criteria to select local NGOs/ CSOs to invite them to participate in capacity building programme.
- Design training programme covering a) Basic Knowledge on Climate Change issues, impacts and solutions; b) improved knowledge in project design and management; b) insight into project proposal techniques; c) how to undertake Multi-stakeholder Partnership analysis, SWOT analysis, Problem and Objective Tree Analysis; d) development of theory of change, setting the project goal, defining outcome and output indicators, M&E etc. to develop bankable project proposals.
- Build capacities of CSOs in gender and youth mainstreaming in project planning, implementation, and management.
- Develop capacities of CSOs in in developing budget and financial reporting.
- Prepare training modules (ppts, exercises, etc.) related to the above-mentioned components for climate change proposal development.
- Organize trainings of 25 representatives of 25 local NGOs/CSOs on development and implementation of climate change proposals.
- Coach to develop sample proposals on climate change by trained local NGOs/ CSOs.
- Introduce available climate financing options in Myanmar and support trained local NGOs/CSOs in accessing such financing.
- Prepare and submit the final narrative report including guideline, training results, sample proposals, budget utilization to UN-Habitat.

- Brief Report on key gaps and needs of CSOs in climate change sector.
- Guideline for local NGOs and CSOs on “Development of Local Climate Action” Projects or initiatives.
- Training report along with capacity building module developed to train 25 representatives of 25 local NGOs/CSOs.
- Final Narrative report along with financial report for the utilization of funds.

- Integrity and Governance
- The organization should complete and submit a signed Partner Declaration Form
- Provide the profiles of the Chairperson of the Board of Directors, Head of the Organization and Chief of Finance
Notes
- Interested Organizations must provide information indicating that they are qualified to perform the services (brochure, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
- The CFP and accompanying documents must be received in accordance with instructions provided. CFP submitted to a different email address will not be considered.
- CFP from applicants failing to provide the complete information to fulfill the basic eligibility criteria will be considered non-responsive.
- CFP received after the above deadline will not be considered.
- Organizations will be selected in accordance with the procedure set out in the UN-Habitat IP Management policy and Standard Operating Procedures.
- CFP from applicants failing to provide the requested information will be disregarded.
- This CFP does not entail any commitment on the part of UN-Habitat, either financial or otherwise. UN-Habitat reserves the right to accept or reject any or all proposals without incurring any obligation to inform the affected applicant(s) of the grounds.
