The European Union (EU) has announced a call for proposals for Enhancing CSOs’ Contribution to Governance and Development Process in Vietnam.
Objectives
- The global objective of this call for proposals is to enable and enhance Civil Society Organisations’ engagement as an efficient actor of governance and development processes in Vietnam.
- The specific objective 1 is to enhance Civil Society Organisations’ role in strengthening the transparency and accountability of the Public Financial Management system in Vietnam.
- The specific objective 2 is to enhance Civil Society Organizations’ role in combating human trafficking in Vietnam.
Priorities
The priorities of this call for proposals are:
- Lot 1: CSOs’ promotion of budget transparency and accountability in Vietnam
- Indicative priorities and focus areas
- Actions that facilitate and promote citizens awareness and understanding of the public financial management system, key budget documents and information published by the Government and their roles and responsibilities in the budget process.
- Actions that facilitate an increased engagement and feedback of citizens to share their perspectives and understanding of fiscal information and the budget documents through the promotion and use of digital technology as a platform for dialogue.
- Actions that facilitate collaboration and dialogues between governments, citizens and CSOs on PFM related issues.
- Indicative priorities and focus areas
- Lot 2: CSOs’ engagement in combating human trafficking in Vietnam
- Indicative priorities and focus areas:
- Actions that provide support, assistance and protection of the victims of human trafficking.
- Actions that contribute to monitoring and collecting data for reporting on implementation of the legal framework and policies regarding trafficking in human beings.
- Actions that mobilise, sensitise private sector to respond to the problem of human trafficking and unsafe migration.

Funding Information
- The overall indicative amount made available under this call for proposals is EUR 1,500,000. The contracting authority reserves the right not to award all available funds.
- Size of grants
- minimum amount: EUR 350,000
- maximum amount: EUR 500,000
Duration
- The initial planned duration of an action may not be lower than 36 months nor exceed 48 months.
Location
- Actions must take place in Vietnam
Eligibility Criteria
Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- Be a legal person
- Be non-profit-making
- Be Civil Society Organisations
- Be established in Vietnam or a Member State of the European Union or of the European Economic Area
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- EU Member State’s organizations must act with at least one Vietnamese co-applicant.
- International organisations are NOT eligible under this call for proposals.
Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Affiliated entity(ies)
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
