The United Nations Development Programme (UNDP) is looking for a consulting firm to support UNCDF in building the capacity of its country and regional teams to build effective partnerships with the objective of increasing resources mobilization. Under the supervision of the Global Digital Lead and the Youth Finance and Empowerment Lead, the firm will be required to:
- Increase knowledge and skills of country and regional teams for partnership building
- Support the development/refinement of country/regional donor maps and strategies
- Support country and regional teams to implement strategies
- Training in effective partnership building: the firm will conduct up to 3 days of training in effective partnership building to increase resources mobilization to be delivered to Country leads, Workstream and Segment leads, and Regional Hub managers (30 people). Given the COVID-19 situation that imposes travel restrictions, 2 out of the 3 days should use distance learning techniques. If the situation allows for travel, day 3 will take place in the second half of the year during a UNCDF-in person team meeting. UNCDF will bear the costs of the logistics of the training.
- Ecosystem Analysis: Once the training is completed, the firm will support global and regional teams to put together stakeholder maps. An initial donor mapping has already been produced at the country level. So the contractor is expected to validate it and to focus on the ecosystem analysis of donors at the global level and for 4 regions (West and Central Africa, East Africa, Asia and the Pacific). Regional managers should be equipped to be able to replicate this exercise on their own in all the countries of their regions.
- Stakeholder strategic workshop: The exercise will conclude with workshops at the global and at the regional level convening key stakeholders identified during the mapping exercise to fast-move the potential partnerships identified. The workshop for West Africa should take place in Dakar, for East Africa in Kampala, for Asia in Bangkok, for the Pacific in Suva and for the global hub in Brussels. If the COVID-19 situation obliges, the workshops will take place via zoom/bluejeans. UNCDF will bear with the costs of the logistics of the workshop.
- Are or have been associated in the past, with a firm or any of its affiliates which have been engaged by UNCDF to provide services for the preparation of the design, specifications, Terms of Reference, cost analysis/estimation, and other documents to be used for the procurement of the goods and services in this selection process;
- Were involved in the preparation and/or design of the programme/project related to the services requested under this RFP; or
- Are found to be in conflict for any other reason, as may be established by, or at the discretion of UNCDF.
- If the owners, part-owners, officers, directors, controlling shareholders, of the bidding entity or key personnel are family members of UNCDF staff involved in the procurement functions and/or the Government of the country or any Implementing Partner receiving services under this RFP; and
- All other circumstances that could potentially lead to actual or perceived conflict of interest, collusion or unfair competition practices.
- A vendor should not be suspended, debarred, or otherwise identified as ineligible by any UN Organization or the World Bank Group or any other international Organization. Vendors are therefore required to disclose to UNCDF whether they are subject to any sanction or temporary suspension imposed by these organizations.
- It is the Bidder’s responsibility to ensure that its employees, joint venture members, sub-contractors, service providers, suppliers and/or their employees meet the eligibility requirements as established by UNCDF.
