ViiV Healthcare has launched a call for proposals for Positive Action Canada HIV/AIDS Innovation Program (PACIP) 2016 to improve outcomes for people living with HIV/AIDS (PHAs) in Canada, and increase knowledge transfer and exchange of best practices amongst organizations working in the Canadian HIV sector.
PACIP 2016 proposals must either:
- pilot a new PHA-focused program
- test modifications to an existing PHA-focused program (the modifications are designed to achieve enhanced program outcomes and/or to reach additional PHA populations);
- apply best practices/key learning’s already demonstrated in the program of other service providers to model a new PHA-focused program, or to modify an existing PHA-focused program (the initiatives are designed to achieve enhanced program outcomes and/or reach additional PHA populations).
Proposals must implement the GIPA (Greater Involvement of People living with HIV/AIDS) and MIPA (Meaningful Involvement of People living with HIV/AIDS) Principles, defined as:
- recognizing the important contribution people living with HIV/AIDS (PHAs) can make in the response to the epidemic;
- Creating space within society for the meaningful involvement and active participation of PHAs in all aspects of that response.
A proposal’s primary group of people to be engaged can range from broadly-based to highly-focused. However, proposals must define the gender or lived experience which best describes the primary group of people the project seeks to engage.
The most broadly-based group of people is defined as all PHAs in the applicant agency’s catchment area:
- All PHAs in catchment area.
Focus Areas
Examples of more focused group of people which reflect the various genders or lived experience of PHAs in Canada include:
- Aboriginal PHAs;
- African Caribbean Black PHAs;
- HIV+ children: up to 15 years of age;
- HIV+ gay men;
- HIV+ men who have sex with men;
- HIV+ women;
- HIV+ youth: 16 to 29 years of age;
- People aging with HIV/AIDS;
- PHAs antiretroviral treatment experienced;
- PHAs in rural or semi-rural locations;
- PHAs incarcerated or returned to society;
- Latino/Spanish Speaking PHAs;
- Asian/South Asian PHAs;
- PHAs living in poverty;
- PHAs not currently hooked-up with HIV-knowledgeable healthcare or community service providers;
- PHAs who have not yet started antiretroviral therapy;
- PHAs with substance use issues;
- PHAs Transgendered (trans people)
- People who are HIV+ but not yet diagnosed/ unaware of their serostatus
Eligibility Criteria
- Projects must be implemented in Canada only.
- PACIP encourages proposals with a clearly defined goal and measurable objectives, and that develops new or strengthens existing agency partnerships.
- Applicant organizations must have a demonstrated ability to work in partnership with other agencies. Implementation of knowledge translation and exchange initiatives within proposals is strongly encouraged.
- Organizations submitting proposals must be community-based, work primarily in the field of HIV/AIDS and have demonstrated expertise in the management of projects with the group of people to be engaged (or must partner with an organization that has such expertise) and be accountable to the people it serves.
- Only Canadian not-for-profit non-governmental organizations (NGOs) accountable to their members may apply. Charitable status recognized by Canada Revenue Agency is an asset.
- Only one PACIP 2016 application per applicant organization will be accepted.
