The Council of Europe invites proposals under the project Combating Digital and Sexual Violence Against Women in Bosnia and Herzegovina, aimed at co-funding initiatives by civil society organisations with proven expertise in preventing and responding to violence against women and domestic violence.
Objective
- The grants will support civil society organisations in implementing initiatives that contribute to strengthening Bosnia and Herzegovina’s response to all forms of violence against women, in line with the provisions of the Istanbul Convention.
- Priority will be given to projects focused on capacity building, advocacy, awareness raising, research, the development of tools and services, particularly in the area of digital and sexual violence against women.
- Proposed initiatives should aim to work in line with addressing existing gaps in policies, with an emphasis on innovative and collaborative approaches to responding to digital and sexual violence against women.
- Proposals should promote Council of Europe standards through constructive dialogue and evidence-based actions, contributing positively to the protection of human rights and gender equality in Bosnia and Herzegovina
Funding Information
- The indicative available budget under this call for proposals is EUR 60,000 (sixty thousand euros). The Council of Europe intends to award 4 (four) grants of a maximum amount of EUR 15,000 (fifteen thousand euros) each.

- The implementation period of the projects should start on 25 August 2025 and shall not extend beyond 23 November 2025.
Means of Action
- Projects may include:
- Capacity-building and training activities on the legal frameworks, policies, and best practices for addressing digital and sexual violence, in line with European standards;
- Awareness-raising initiatives to increase understanding of digital and sexual violence, its impact, and available protections, with tailored rights-based messaging for decision makers, women, girls, and digitally marginalised populations;
- Development and dissemination of educational materials and toolkits to improve knowledge and response mechanisms related to digital and sexual violence, ensuring accessibility and inclusivity;
- Supporting multi-stakeholder dialogues and forums involving government authorities, civil society, and experts to foster coordinated responses, share best practices, policies and services to digital and sexual violence in line with European standards;
- Research activities to track trends, triggers, and environments of digital and sexual violence, including the analysis of online gender-based violence incidents, and emerging threats.
Eligibility Criteria
- In order to be eligible for a grant, an applicant must:
- be legally constituted as a non-governmental organisation in Bosnia and Herzegovina.
- have a bank account;
- be entitled to carry out in Bosnia and Herzegovina activities described in its project proposal;
- have been active for at least three years in the field of violence against women.
- have sufficient financial capacity (stable and sufficient sources of funding) to maintain its activity throughout the period for which the grant is awarded and to participate by way of its own resources (including human resources or in-kind contributions);
- have sufficient operational and professional capacity, including staff, to carry out activities described in its project proposal
