The Caleidoscoop program invites both emerging and experienced filmmakers to create original film projects over the course of a year using a low-budget approach. Films can be fiction, non-fiction, or hybrids that run for more than 60 minutes. Supported by the Netherlands Film Fund, this initiative offers an alternative funding path to boost creativity, fresh perspectives, and diversity in the film industry. The focus is on individuality, courage, and strong teamwork.
Caleidoscoop supports films that are urgent, bold, and original. Projects should push creative and narrative boundaries. Evaluation is based on a clear and consistent cinematographic vision, and how well the form, content, and approach align creatively and commercially. The entire film team must be fully committed to the concept.
For project development, filmmakers can receive up to €28,750, which includes the producer’s fee and overhead. This support is meant for the final development phase of the film, allowing teams to experiment with new techniques and processes. The grant can be used for activities like script polishing, rehearsals, location scouting, test footage, worldbuilding, or developing a production budget.
For production, grants range from €300,000 to €550,000, depending on the type of film and the scale of the project. The film must be at least 60 minutes in length. The budget request must be realistic and suitable for the specific category—fiction, non-fiction, or hybrid. An additional €3,000 may be provided to enhance sustainability by covering the costs of an eco-manager.
Eligibility is open to unconventional filmmakers and new talent who are ready to work creatively within budget and time limits. Teams must consist of at least a producer and a director, and a (co-)writer for fiction films. More team members can be added based on the needs of the project. During production, the team expands to include heads of departments and key cast or participants.
Importantly, the director or screenwriter cannot be the same person as the producer. Eligible production companies must be legal entities (not sole proprietors or general partnerships) that have been operating for at least two years in the Netherlands, EU, EEA, or Switzerland. They must also have produced and released at least one independent film in the Dutch professional film or TV industry.
For hybrid documentaries, the producer should have experience with long documentaries over 70 minutes and should be capable of managing the budget level applied for.
Applications must include a synopsis, script or storyboard, and creative notes from key team members. CVs of the main creative team, a detailed budget and financing plan, a work plan aligned with the Caleidoscoop method, and a positioning and release strategy are required. Agreements with key collaborators, viewing materials, and a recent extract from the applicant’s Chamber of Commerce registration must also be submitted.
