The Italian Agency for Development Cooperation (AICS) has announced a call for applications for the Emergency Initiative to Support the Population Hit by Cyclones Idai and Kenneth in Mozambique.
This Call for Applications indicates a selection procedure for project proposals presented by OSC operating in Mozambique. Projects will focus on responses to the humanitarian needs of multiple populations vulnerable areas affected by cyclones Idai and Kenneth during 2019, foreseeing the inclusion of key assets response to the COVID-19 emergency to cope with the secondary impacts of the pandemic and activities in the of social protection for the population affected by the insecurity dictated by the exclation of armed attacks in the Cabo Delgado province.
Schemes
In order to ensure the presence of projects in the three geographical areas covered by the intervention, the distribution of the funds will take place according to the following scheme:
- An Intervention by the Province of Manica;
- An Intervention in the Province of Sofala;
- An Intervention Province of Cabo Delgado and neighbouring Provinces ( Nampula – Niassa ), limited to the geographic areas with higher vulnerability indexes due to the high number of internally displaced persons present.
The specific objective of the initiative is to respond to the urgent humanitarian needs of the most vulnerable populations affected by Cyclones Idai and Kenneth during 2019 and promote the protection of the most vulnerable groups among internally displaced persons and host communities in the northern areas of the country, strengthening resilience guaranteeing protection to the beneficiary populations through the restoration of basic essential services in sectors: Food Safety, WASH and Health.
Results
The initiative intends to achieve the following results in relation to the target population:
- Food safety: improved food safety through an integrated and multisectoral approach, increased agricultural and livestock production and productivity and stimulated the adoption of production technologies adapted to climate change;
- WASH: in public services at the local level, improve sanitation practices, WASH services increased access to clean water to reduce the risk of transmitting infectious diseases (including the current COVID-19);
- Health: guaranteed access to basic health services to the most vulnerable people and improved measures for reduce the risk of transmitting infectious diseases (including the current COVID-19).
Funding Information
- Duration of project activities: minimum duration: 18 (eighteen) months and maximum duration: 21 (twenty-one) months;
- The maximum amount that can be financed per project: the initiative plans to finance and implement up to three (3) OSC projects worth € 450,000.00 for a total amount of € 1,350,000.00;
- The intervention of the Province of Manica: Euro 450,000.00;
- Intervention in the Province of Sofala: Euro 450,000.00;
- Intervention Province of Cabo Delgado and bordering provinces (Nampula – Niassa), limited to the geographical areas that they have higher vulnerability rates due to the high number of internally displaced persons present: Euro 450,000.00.
Beneficiaries
The direct beneficiaries of the project proposals must be identified among the following categories:
- families of small producers and producers in rural areas living below the threshold of poverty, in a situation of vulnerability, at risk of food insecurity and with limited access to basic services;
- families headed by women, elderly people, minors heads of families, characterized by a high index of economic and social vulnerability;
- members of farmers’ groups and associations, of management groups and associations natural resources and to promote the socio-economic development of women and young people;
- families of internally displaced persons and families of host communities, for component 3 referring to Cabo Delgado province and neighbouring geographical areas.
Eligibility Criteria
Non-profit entities that, at the date, can submit project proposals for this Call for Proposals of publication of this document, are in possession of all the following requirements:
- Registration in the list pursuant to art. 26, paragraph 3, of Law 125/2014, or, for non-profit entities without an operational headquarters in Italy (local and/or international non-profit entities), a partnership agreement with one of the subjects registered on the aforementioned list. The agreement can be of various kinds (affiliation, association, partnership) but must, in any case, be, under penalty of exclusion, of a general nature, pre-existing to this Call for Proposals (and therefore not limited to a specific action or established only for the purposes of participating in Cal for Proposals) and must remain valid even after the conclusion of the activities related to the Call for Proposals;
- Specific and proven experience in humanitarian emergency interventions;
- Ability to operate in the country covered by the project proposal according to local legislation;
- Proven technical experience in the intervention sector;
- For non-profit entities without an operational headquarters in Italy (local and / or international non-profit entities), be established and in compliance with the legislation in force in the country of origin and in compliance with the provisions for non-profit entities by the same legislation;
- Are not debtors to the MAECI DGCS and / or AICS or other donors, for certain, liquid and due, including debt situations deriving from provisions for revocation of contributions for projects promoted and / or entrusted;
- They did not engage in behaviour characterized by gross negligence or bad faith in carrying out DGCS projects of MAECI, AICS, of other donors or in the exercise of their activities.
