The Global Partnership for Social Accountability (GPSA) has launched a Country Call for civil society organizations (CSOs) and CSO networks in the Dominican Republic to strengthen accountability and transparency in specific countries.
This national call for projects is part of a signed collaboration agreement between the World Bank and the United States Agency for International Development (USAID) in the Dominican Republic.
Objectives
- Address critical problems of governance and development through social audit processes that include Information and participatory methodologies designed to assist and public sector institutions to solve these problems. Emphasis is given to the problems directly affect populations in situations of extreme poverty and marginality.
- Strengthen the social auditing capacity of civil society, investing in institutional strengthening Of CSOs as well as nascent CSO capabilities and with little or no experience in social auditing, Through a mentoring program where consolidated CSOs with a history of social auditing As “mentors” of the former.
Funding Information
Project proposals can last between 3 and 5 years and the indicative amount of the project is between US $ 400,000 and US $ 500,000.
Program Approaches
- Education
- Strengthening participation of community participation instances school level to improve the accountability of schools.
- Strengthen the process of citizen oversight of the IDEC Phase 2 and the Education Pact.
- Security Citizen
- Support for the development of a data collection system “crowdsourced” on minor crimes and their pilot application in a municipality of the country
- Monitoring the quality of services provided by the National Police and Ministry of Interior and Police (procedures)
- Strengthening citizen participation in the implementation and monitoring of the priorities identified by the Government Commission for Internal Security.
- Justice
- Citizen levels of implementation of the agreements arising as a result of the Judicial Summit follow-up.
- Support the implementation of a system of public feedback on the quality of service provided justice to the most vulnerable users
Eligibility Criteria
- For the purposes of the GPSA, CSOs include non-profit, non-public legal entities such as organizations Governmental organizations, non-profit civil associations, non-profit media, charities, charities Professional associations, trade unions, workers’ organizations, associations of elected representatives Locally, research and policy-making foundations and institutes.
- Candidate CSOs must meet the following requirements:
- Have legal status in any of the eligible countries (who have decided to participate) of the GPSA. Applicant CSOs should provide a copy of their legal status, including the type of CSO and the year of foundation. A copy must also be submitted of the legal status of associated CSOs included in a donor transfer program, where appropriate.
- Use the annual audited financial statements of the CSO only to these organizations (and not those of organizations Members or affiliates) as a basis for preparing the proposal budget.
- Have a bank account in the country where the CSO is listed as a legal entity and have authorization to receive Donations directly from the World Bank, if the proposal is chosen.
- Be in a position for the CSO to sign a grant agreement with the World Bank through a representative, if the proposal is chosen.
- The principal applicant must provide evidence of their experience (at least three to five years) in the area of the call for proposals, and a vision that fits the goals of the GPSA.
