The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the USAID Local Assistance to develop and Deliver Excellence, Resilience, and Sustainability in Vietnam (LADDERS).
The HIV epidemic rates continue to rise among men who have sex with men in Vietnam, but particularly in Hanoi and Ho Chi Minh City metro areas. The Government of Vietnam (GVN) aims to end HIV by 2030. USAID, through LADDERS, will support the GVN in achieving its goals by ensuring robust community level engagement in the national HIV response. LADDERS will sustainably expand the availability and accessibility of high-quality health products and services at the community level.
Goal: Enhanced sustainability of community level HIV service delivery
Objectives
The Activity will meet the following high-level objectives:
- Objective 1: Increase use of community HIV/AIDS services for key populations.
- USAID’s priority results for this objective are:
- Increased number of individuals reached with a comprehensive package of community HIV-related services, including PrEP and ART.
- Increased capacity of CBOs to deliver client-centered community case management approaches to HIV-related services.
- Increased capacity of CBOs for PrEP outreach, referrals, and continuation.
- USAID’s priority results for this objective are:
- Objective 2: Increase operational and financial sustainability of community-based organizations.
- USAID’s priority results for this objective are:
- Increased number of KP groups moving to the next step on the CBO graduation pathway.
- Increased CBO administrative and operational capacity.
- Increased number of social enterprises receiving social contracts.

- Objective 3: Improve the enabling environment to support sustainability of community level provision of HIV-related goods and services.
- USAID’s priority result areas for this objective are:
- Operationalize the role of KP groups in the HIV response as envisioned by the revised HIV law.
- Facilitate linkages and partnerships between communities and health facilities
- Support the revision of policies, laws and regulations to enable sustainable financing options for CBOs and community-led services, including social contracting models.

Funding Information
- USAID intends to award one Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide up to $15,000,000.00 in total USAID funding over a five-year period.
Geographic Scope
The Activity will be implemented across priority PEPFAR regions in Vietnam, including the HCMC Metro and NEZ areas, and will be flexible to respond to public health needs as dictated by 5 NOFO Number 72044021RFA00008 LADDERS ongoing data analysis and stakeholder engagement. The Activity will focus on populations with substantial risk of HIV acquisition, especially disclosed and undisclosed key populations and their partners, their social and sexual networks, and people living with HIV (PLHIV). Key populations include people who inject drugs (PWID), sex workers (SW), transgender persons, and men who have sex with men (MSM).
Eligibility Criteria
Eligibility for this NOFO is restricted to only Vietnamese organizations as defined below. Therefore, applications should be from qualified local, Vietnamese entities, such as private, nonprofit organizations (or for-profit companies willing to forego profits), including private voluntary organizations, universities, research organizations, professional associations, and relevant special interest associations. USAID defines a local organization as one that:
- Is legally organized under the laws of the recipient country;
- Has as its principal place of business or operations in Vietnam;
- Is majority-owned by individuals who are citizens or lawful permanent residents of the recipient country;
- Is managed by a governing body the majority of who are citizens or lawful permanent residents of Vietnam.
