The United States Government, as represented by the United States Agency for International Development in Ethiopia (USAID/Ethiopia), is seeking applications from qualified and eligible organizations for a five-year activity to expand access to comprehensive HIV prevention, care and treatment services by reinforcing the role of communities in the delivery of comprehensive clinical and non-clinical differentiated care services.
The project will work with the host government, civil society organizations, and other community based organizations to more effectively plan, deliver, and optimize high impact prevention, care, and treatment interventions.
The program will target individuals infected by HIV and at high risk of HIV infection, such as families of index cases living in priority (scale-up) woredas as defined by PEPFAR Ethiopia to deliver quality community based services. Widowed and divorced people who are at high risk of acquiring HIV but are not reached by other projects will also be addressed by this activity.

Funding Information
- Subject to funding availability, USAID/Ethiopia intends to provide $40 million in total USAID funding for the life of the activity.
- The period of performance anticipated herein is 60 months.
- The estimated start date will be upon the signature of the award, on or about April 2017.
Eligibility Criteria
- There are no restrictions on eligibility for this solicitation. Qualified applicants may be any U.S. or non-U.S. organization, individual, non-profit, or for-profit entity.
- Faith-based and community organizations that fit the criteria above are also eligible to apply.
- In support of the Agency‘s interest in fostering a larger assistance base and expanding the number and sustainability of development partners, USAID/Ethiopia welcomes applications from potential new implementing partners which have not previously received financial assistance from USAID.
- When considering making an award to an organization with limited or no previous USAID experience, USAID might determine to conduct a pre-award survey which is a risk assessment to determine the organization’s capabilities to complete the proposed activities.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
- The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
- The Recipient must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
