The Netherlands Embassy in Kiev, Ukraine is seeking applications for its NFRP- Matra Programme 2017 to focus on Rule of Law and Good Governance.
The Matra programme 2017 will support initiatives of civil society organizations aimed at assisting and monitoring of the implementation of reforms, both at the central and local levels, promoting transparency and accountability of government structures through social dialogue, capacity building and monitoring.
Priority Areas
- Facilitation of reforms implementation in the area of anti-corruption, judiciary, law enforcement, public administration and decentralization through constructive civic oversight;
- Improvement of democratic practices at the central and local levels through NGO participation in decision making with involvement of local communities;
- Capacity building of local and regional civil society organizations with regard to the reform agenda and monitoring of its implementation at the central and local level;
- Initiatives that reinforce social cohesion and national dialogue.
Funding Information
- The requested contribution should range in principle between UAH 1,500,000 and UAH 3,000,000;
- Maximum project duration is up to 24 months;
Eligibility Criteria
The Matra programme 2017 is open for applications from NGOs, academic institutions and municipalities in Ukraine. Joint initiatives with Dutch civil society organizations and academia are also welcome.
- Applicants should meet the following requirements:
- be registered according to Ukrainian legislation and work in the field in line with organization’s statute;
- have adequate track record and proven management capacity and expertise in the selected area(s) of intervention;
- have an efficient decision-making structure which can take legal responsibility for the administration and use of funds;
- be able to demonstrate positive impact on rule of law and good governance in Ukraine.
- The project proposal is expected to meet the following criteria:
- address one or more of the above-mentioned priorities;
- demonstrate the change-making potential in the selected area(s) of intervention;
- identify strategies that ensure sustainability of the interventions/activities;
- be designed in accordance with the application form;
- identify the organization’s own financial resources allocated to the proposed project (not less than 15% of the total budget);
- Furthermore, in order to qualify for support the proposal should:
- not duplicate activities funded by one or more other donors;
- not be submitted within the framework of other funding instruments of the Embassy of the Kingdom of the Netherlands.
