This Call for Proposals for the Skills Development Fund (SDF) is part of the Support to Skilling Uganda Strategy (SSU) intervention. The SSU intervention is jointly implemented by the Belgium Development Agency (Enabel) and the Ministry of Education and Sports (MoES) with the support of the Belgian Government.
- Promote vocational and technical skills as an opportunity to access the labour market through wage employment or self-employment
- Promote joint-venture interventions between skills training providers and private sector actors on vocational and technical skills development
- Provide market relevant vocational and technical skills training to vulnerable youth groups (women/girls and refuges inclusive)
- Promote value-chain livelihood development for improved competitiveness of livelihood enhancement enterprises
- Window 1: Innovative and relevant formal training on skills development initiatives related to specific labour market needs for pre-employment training, work readiness skills, incompany training and entrepreneurial skills; with estimated training span of 6-9 months with assessment and certification of acquired skills.
- Window 2: Non-formal training experience and entrepreneurship development specific to labour market needs focusing on developing skills among out of school youths, selfemployed workers, master craftsperson and apprentices in the informal sector; with estimated training span of 3-6 months with assessment and certification of acquired skills.
- Window 3: Provision of tailor-made short-term trainings with specific skills development competencies tailored to respond to skills gaps in value-addition in agriculture; environment and climate change adaptation; digital ICT solutions and tourism and hospitality sector; with estimated training span of 1-3 months with assessment and certification of acquired skills.
- Window 4: Increased absorption of skills development initiatives for social targeting of vulnerable youth, refugees, women and girls through work-based training programmes, competency-enhancement trainings, entrepreneurial skills, life skills and coaching for improved livelihood and employment opportunities; with estimated training duration of 3-6 months with assessment and certification of acquired skills.
- Tourism and hospitality sector with specific focus on innovative adaptations promoting sustainable tourism for travel and tour operator guides and hotel sector operation skills
- Agriculture sector with innovations and adoption of climate smart technologies in production of high value crops, aquaculture, post-harvest storage and crop value-addition
- Environment and climate change adaptation (Promotion of renewable energy options – biogas masonry, biogas technicians, local stove artisans, solar technology etc.)
- Digital ICT solutions (digital literacy for training and the world of work or programming code courses, etc.)
- Manufacturing with a specific focus on innovative adaptations as part of the green economy
- Any grant application under this Call for Proposals must fall between the following minimum and maximum amounts per window:
- Minimum amount: 95,000 EUR and Maximum amount: 150,000 EUR for Windows 1
- Minimum amount: 75,000 EUR and Maximum amount: 95,000 EUR for Windows 2 and 4
- Minimum amount: 50,000 EUR and Maximum amount: 65,000 EUR for Window 3
- Estimated indicative trainee unit cost of 750 EUR or less for windows 1; 650 EUR or less for windows 2 and 4; and 350 EUR or less for windows 3.
- The initial planned duration of an action may not be less than one (1) month nor exceed ten (10) months. The grant agreement will be signed for a duration of twelve (12) months.
- Actions planned under window 1, may not be less than six (6) months nor exceed nine (9) months with a minimum of 30%-time allocation to practical work-based training
- Actions planned under window 2 and 4, may not be less than three (3) months nor exceed six (6) months with a minimum of 30%-time allocation to practical work-based training
- Actions planned under window 3, may not be less than one (1) months nor exceed three (3) months with a minimum of 30%-time allocation to practical work-based training
- The applicant must be a national or international intermediate actor (NGO/CBO/BDS); or skills training provider (public or non-profit private entity) with previous work experience in the thematic areas of education, skills development, livelihoods, social empowerment in the past 12 months.
- Be a legally registered entity in Uganda; and
- Public entity or non-profit private entity or foundation;
- Specific organisation such as: non-governmental organisation, public sector operator, local authority, international (intergovernmental) organisation, training institution;
- Established or represented in Uganda; and
- Directly responsible for the preparation and management of the action with the coapplicant(s) and not be acting as an intermediary; and
- Should have an active Bank Account for the past 12 months;
- In-house financial capacity.
- The applicant may either act individually, or with one or multiple co-applicants; or, if a partnership with one or multiple co-applicant(s) is obligatory for the action.
