The Women’s Peace & Humanitarian Fund is excited to announce the launch of its latest call for proposals in Haiti, supporting civil society to strengthen the participation and leadership of Haitian women and girls in the response to the August 2021 earthquake crisis, protect their security and mental health, and enhance their socio-economic recovery and political participation.
The WPHF aims to overcome the silos between humanitarian assistance, peacekeeping and security and development finance by investing in strengthening the participation, leadership and empowerment of women across all phases, whether in times of crisis, peace and security or development. It aims to bridge the structural funding gap for the participation of women in key phases of crisis, peace and security and development by improving the speed, predictability and flexibility of international aid. In particular, it aims to ensure rapid investment in conflict prevention as soon as signals are received. early warning from women and accelerate the allocation of development aid after satisfactory peace negotiations.
The overall goal of WPHF’s Theory of Change is to make possible the existence of peaceful and egalitarian societies. To achieve this goal, women must be enabled to participate in and contribute to conflict prevention, crisis management, peacebuilding and the reconstruction process and also benefit from it. Since its launch in 2016, the WPHF has supported more than 300 civil society organizations and is present in 20 countries or groupings of countries.
The WPHF is governed by a board of directors at the global level, composed of four United Nations entities (currently UN Women, UNDP, UNFPA and PBSO), four donor member states (currently the European Union, Germany, Canada and Austria), as well as 4 civil society organizations (currently Global Partnership for the Prevention of Armed Conflict (GPPAC), International Civil Society Action Network (ICAN), Action Aid and Women’s Refugee Commission).
Scope
- The WPHF will fund eligible projects in Haiti. Projects should only cover this one country. Projects involving more than one country will not be accepted.
- The current living conditions in Haiti are extremely precarious and worrying, and are likely to worsen the vulnerability of already marginalized groups, in particular women and girls. Lack of access to resources coupled with pre-existing socio-political, health and security crises lead to immense loss of income and economic assets every day among women, increasing their vulnerability to crime, sexual and gender-based violence and risk. The multiple natural disasters that have occurred in recent years have intensified pre-crisis gender inequalities. - The devastating effects of the August 14 earthquake exacerbated the extremely difficult living conditions of the population and even more those of women and girls in the affected areas.
Objectives
- Reduce by at least 20% the number of people in need of humanitarian aid by strengthening the Humanitarian-Development-Peace Nexus.
- Ensure that at least 60% of the target population has the capacity to meet their basic needs.
- Protect 1.5 million people, especially the most vulnerable groups, and strengthen the accountability of affected people throughout the humanitarian program cycle.
- Be prepared to respond in a timely manner to the needs of people affected by natural hazards and other shocks.
Funding Information
WPHF will provide approximately USD 794,393 over a one (1) year period for the benefit of civil society organizations based in Haiti. The call for proposals aims to meet the needs of local women’s organizations in fragile contexts, via two (2) funding streams:
- Funding Stream 1: Institutional Funding: from USD 2,500 to USD 30,000.
- Funding Stream 2: Project Funding: USD 30,000 to USD 100,000.
Please Note: An Organization Can Apply To Either One Or Both Funding Streams. Applications Are Accepted In French.
Duration of grants: All civil society organizations can apply for grants of up to one year.
Locality: The projects should be implemented in the following departments: Les Nippes, Sud and Grande-Anse.
Eligibility Criteria
- The following are allowed to apply: National and local women’s rights organizations, feminist organizations, or civil society organizations led by women. All of these organizations need to have a proven track record of working with women and girls. Field organizations and local community organizations are particularly encouraged to apply. Joint projects are allowed and encouraged.
- National organizations wishing to apply and having no representation in the Grand-Sud must join an organization present in at least one of the targeted departments. In this case, the file holder will be the organization with the local representation. The added value of the association of the two organizations must be clearly justified. International organizations are not eligible for this call for projects.
- To be considered a “feminist or women’s rights organization”, the organization must be committed to addressing multiple / interrelated forms of discrimination as well as advancing gender equality and women’s rights in the official statement of its mission / vision. The organization must work to transform the underlying factors / systems / structures, including patriarchy and gender power dynamics, which perpetuate gender-based violence.
- A “women-led organization” should have a woman at the helm in the leadership / leadership role of the organization.
- Other CSOs should demonstrate experience in addressing violence against women and girls, gender inequalities and / or women’s rights.
- To be considered a “young women’s rights” organization, the organization’s official mission / vision must reflect its commitment to tackle multiple / intersecting forms of discrimination and promote the rights of young women.
- The organization led by young women” should be led by a young woman as defined by the country / organization.
- Other CSOs should demonstrate their experience in addressing violence against women and girls, gender inequalities and / or women’s rights.
