The Austrian Development Agency (ADA) is inviting proposals from Austrian civil society organizations (CSO) for projects in developing countries on “Migration and development / refugee asylum return” pursuant to Article 3 (2) of the Development Cooperation Act.
ADC aims at closing the gap between humanitarian response and development cooperation by building the resilience of communities including displaced populations who remain in fragile contexts.
The target group has to comprise refugees and their host communities, migrants, internally displaced people (IDPs) or voluntary returnees. The ADC contributes to the creation of conditions conducive to sustainable development and providing people with prospects and opportunities for the future.
Objectives
- Improve the livelihood conditions of refugees and their host communities, migrants, IDPs, voluntary returnees and of poor and marginalized groups/ youth and women’s participation (e.g. access to food and other basic needs, education/vocational training, health, income generation, etc.)
- Increase household incomes through investment in vocational training, skills- and entrepreneurship development
- Improve resilience against climate change and natural disasters
- Improve the management of environmental resources
- Prevent trafficking and smuggling in human beings
- Support reintegration of voluntary returnees to their countries of origin
- Increase the capacities of human rights institutions and human rights defenders to strengthen migrant’s and refugee rights and human rights of displaced persons.
Funding Information
- Projects with a project volume of at least EUR 500,000 are planned, which are planned and implemented together with local and / or international partner organizations. Coordination with international actors in the relevant project region is a prerequisite.
- The maximum ADA funding is EUR 500,000 per project.
- The maximum ADA rate is 90% of the project volume. The applicant shall invest at least 10% of the project volume. In-kind benefits are not considered as own funds.
- Funded projects of at least 24 to 36 months of project duration. Project start in 2017, preferably 1 July 2017.
Approaches
- Human rights based approach: respecting and promoting the human rights of migrants, refugees, etc. Paying particular attention to the situation of marginalized and disadvantaged groups of migrant women, men, boys and girls, children, persons with disabilities, LGBTI persons, elderly etc. and ensure their inclusion.
- Gender responsive approach: considering impacts on gender relations, gender equality and women’s empowerment during the whole project cycle.
- Do no Harm and Conflict sensitivity approach: avoid or reduce negative impacts of the intervention, avoid/reduce tensions between host communities and refugees.
Eligibility Criteria
- Austrian civil society organizations (CSO) are eligible to apply.
- Submitting organizations must demonstrate a minimum of three years’ collaboration with ADA, appropriate professional and human capacity, and cooperation with local organizations and / or international organizations.
Geographic Promotion Criteria
Project proposals can be submitted for the following countries:
- Near and Middle East: Iraq, Yemen, Jordan, Lebanon, Palestinian Territories, Syria
- South and Central Asia: Afghanistan, Pakistan
- East Africa: Ethiopia, Uganda
