The Department for International Development (DFID) is currently seeking applications for design and implementation of an independent evaluation of the Subsidised Temporary Employment Programme (STEP) in Lebanon.
Objectives
The main objectives of this programme are to:
- Contribute towards the programme’s monitoring framework and system and to develop an evaluation framework based on data collected by the service provider and additional data gathering rounds to generate lessons on the programme’s efficiency and effectiveness.
- Facilitate a mechanism for lesson learning and adaptation.
- To implement a baseline, two follow up evaluations and a final evaluation should the pilot provide sufficient clarity over how to achieve efficient and effective programme delivery.
- Generate lessons on intended and unintended programme impacts at the beneficiary and market level.
