The Bureau of International Narcotics-Law Enforcement Affairs (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to: Improve the capacity of the Poder Judicial Restorative Justice Office and the Public Defenders’ Office to implement effective juvenile restorative justice mechanisms and procedures that promote youth’s successful diversion from the adult penal system, alternatives to incarceration, reduce recidivism and facilitate successful reintegration into the community.
Goal: The goal of this project is to improve the capacity of the Poder Judicial Restorative Justice Office and the Public Defenders’ Office to implement effective juvenile restorative justice mechanisms and procedures that promote youth’s successful diversion from the adult penal system, alternatives to incarceration, reduce recidivism and facilitate successful reintegration into the community.
Objectives
The successful candidate will be expected to provide not only technical assistance, but on-theground accompaniment, through the use of SMEs or highly-qualified personnel, to ensure successful project implementation. These SMEs should be accounted for in the proposed budget, and depending upon need/availability, may be selected through the INL/KM office in coordination with INL staff at the U.S. Embassy in Costa Rica. The following objectives are expected to be achieved:
- Poder Judicial has increased capacity to design and implement restorative justice programs that meet the needs of Costa Rican youth involved in the justice system.
- Judicial personnel have increased capacity to implement effective
- restorative justice mechanisms.
- Poder Judicial improves its capacity to implement juvenile restorative
- justice mechanisms that reduce recidivism and promote successful return to the community.
- Poder Judicial Restorative Justice Office and Defensoria Publica (Public Defenders’ Office) have increased capacity to provide preventative and rehabilitative restorative justice services that meet the needs of indigenous communities.

Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Applicants should have extensive experience with juvenile restorative justice, working with marginalized populations, and implementing similar projects in Costa Rica.
