The European Commission (EC) is calling for proposals for Human Rights and Democracy Thematic Program for the Dominican Republic.
Objectives
- The overall objective of this call is to reinforce the initiatives and the significant participation of civil society in the promotion and protection of democracy, the rule of law and human rights in the context of the context generated by the Covid-19 pandemic in the Dominican Republic.
- The specific objective of this call is to support proposals that seek to promote, protect and monitor respect for human rights in all its aspects (political and civil, economic, social and cultural rights), and to safeguard the rule of law and democracy.
Priorities
The priorities of this call for proposals are:
- Priority 1: Fight against impunity: the actions within this priority must contribute to improving the efficiency, quality, transparency, independence and credibility of judicial systems.
- Priority 2: Protection of individuals and Human Rights Defenders, eliminating inequalities, discrimination and exclusion: the actions within this priority must contribute to the full enjoyment of rights in all their aspects, political and civil, economic, social and cultural rights. As well as effective protection and material support for human rights defenders and their families.
- Priority 3: Democracy and Political Pluralism: actions within this priority should contribute to protecting the integrity of electoral processes and promoting an effective, plural, participatory and representative democracy, with special attention to increasing the participation and leadership of women in the political system.
Funding Information
- The total indicative amount allocated to this call for proposals is EUR 700,000.00.
- The grants requested within this call for proposals will be between the following minimum and maximum amounts:
- minimum amount: 200,000.00 EUR
- maximum amount: 350,000.00 EUR
Eligibility Criteria
- Lead applicant(s)
- To be eligible for a grant, the lead applicant must:
- be a legal person
- not for profit; and
- belong to the specific category of non-governmental organization or civil society organization (CSO) or a network, platform or other type of coalition of CSOs;
- be directly responsible, with its co-applicant(s) and affiliated entity(ies), for the preparation and management of the action and not merely act as an intermediary, and
- the main applicant must be constituted under the legislation in force in the country of registration for at least two (2) years prior to the presentation of the proposal.
- No nationality restrictions apply to the main applicant and their co-applicant(s) in this call.
- To be eligible for a grant, the lead applicant must:
- co-applicants
- The co-applicants will participate in the design and execution of the action, and the costs they incur will be eligible in the same way as those incurred by the main applicant.
- Co-applicants must meet the eligibility criteria applicable to the lead applicant himself.
- Co-applicants must sign the mandate.
- If the grant contract is awarded, the co-applicants (if any) will become beneficiaries of the action (together with the coordinator).
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
