The Department of State’s Middle East Partnership Initiative (MEPI), a program within the Bureau of Near East Affairs Office of Assistance Coordination (NEA/AC), is seeking proposals to assist Libya’s transition toward stability and national reconciliation by advancing public dialogue.

- Priority Area B: Supporting a Professional and Responsive Media Sector
Program Aims
- enable the constitutional drafting body to be more effective in engaging constituents in its work
- engage critical stakeholders, especially boycotters and minority groups, in the constitutional process
- finalize a draft constitution that is more representative of all Libyans, which garners popular support
- increase the involvement of the international community to raise the profile of the constitutional process

- Estimated Total Program Funding: $3,000,000
- Estimated Award Ceiling: $1,500,000
- Estimated Award Floor: $500,000
- Length of Project Period: Up to 2 years
Eligibility Criteria
- Eligible applicants include U.S. or foreign non-profit organizations; for-profit organizations; private institutions of higher education, public or state institutions of higher education; public international organizations; and small businesses with function and regional experience in the areas of constitutional reform and/or media programming in the MENA region.
- NEA/AC strongly encourages applications from organizations headquartered in the MENA region.
- Organizations with principal bases of operations outside the Middle East and North Africa are also encouraged to apply, but the percentage of total budget actually spent in the region through local partners will be among the elements of evaluation for this competition.
