The US Embassy in Costa Rica is pleased to announce an open call for the Hubert H. Humphrey Fellowship Program 2022-2023.
This one-year program, NOT LEADING TO AN ACADEMIC DEGREE, provides the opportunity for qualified professionals to take graduate-level courses for one academic year, in the United States, and complement them with internships in a US institution homologous to yours in Costa Rica.

Note: Applicants interested in applying to the Humphrey program in the area of Substance Abuse Education, Treatment, and Prevention must have research experience or a demonstrable ability to interpret research results and implications. In addition, you will need to complete an additional document in the application for this specific discipline.
Eligibility criteria
- Candidates must be professional university graduates (minimum 4 years of full-time studies).
- Being in the middle of the exercise of their profession (minimum 5 years of professional experience, non-practitioners).
- History of advancement in the exercise of their profession, leadership potential, having demonstrated a true commitment to public service and having a high dose of initiative.
- Command of written and oral English: The minimum score required in the TOEFL is 71 in the internet version. The program offers the possibility of taking a 16-week intensive English course, before the start of the academic program, to excellently qualified candidates who have a TOEFL level of 42-61. For the preliminary stage, it is essential to present the result of the TOEIC exam if they do not have a valid TOEFL.
They are not eligible
- Candidates who hope to obtain a university degree under this program.
- People who have resided, completed postgraduate studies for one year or more, or obtained a university degree in the United States during the last 5 years.
- Individuals who have had any other educational or professional experience in the United States for more than six months in the last 5 years.
- Recent graduates (even when they have relevant positions), university professors and researchers who do not have administrative or planning responsibilities (except in the areas of prevention of substance abuse and teaching of English as a second language).
- People who have dual nationality (CR/USA), residence permit in the United States or who are children of a father, mother or both US citizens.
- Candidates who were born in the United States.
