The European Commission (EC) is is inviting proposals for Disaster Management, Port Governance and Maritime Reform for Economic Recovery Program to mitigate the impacts of the current multiple crisis to security and safety at the maritime and coastal sphere to enable people centered economic recovery.
Overarching aim is improving accountability of national institutions responsible for security and safety of the population, in particular with regards to more effective maritime security and disaster management in a view to strengthen maritime management for economic recovery.
Objectives
- The global objective of this call for proposals is:
- To contribute to a secure and safe environment in Lebanon through accountable institutions at the maritime and coastal sphere in Lebanon to ensure people centered economic recovery.
- The specific objective(s) of this call for proposals is/are:
Priorities
- Enhanced policy, legal and regulatory framework
- Enhanced monitoring and management of hazardous goods in and out of Lebanon
- Efficient management and support to people movements at sea and port
- Enhanced institutional and technical capacity of search and rescue capabilities of Lebanon to respond to disasters at sea.
- Enhanced interaction between CSO and security and safety stakeholders in the maritime sphere
- The proposed intervention shall be guided by each of the principles of the 3 RF approach and contain elements of:
- Reform that helps restore people’s trust, improve governance, and harness conditions for reconstruction based on an inclusive approach
- Reconstruction of critical assets, services, and infrastructure proposed for integrated maritime safety and security – this aspect shall be conditioned by the implementation of reforms and pay special attention to the political economy among safety and security providers in Lebanon
- People-centered recovery to the affected population.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 6,000,000.00. The contracting authority reserves the right not to award all available funds.
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Minimum amount: EUR 5,800,000.00
- Maximum amount: EUR 6,000,000.00
Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- Be a legal person
- Be non-profit-making
- Be a specific type of organization such as: non-profit organizations, local authorities, public bodies, foundations, non-governmental organizations, public sector operators, or international (inter-governmental) organizations as defined by Article 156 of the EU Financial Regulation11
- Be established a Member State of the European Union or Lebanon This obligation does not apply to international organizations
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity (ies), not acting as an intermediary
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate form.
- Affiliated entities
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as an e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
