The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Enhancing Local Authorities Contribution to the Development Process and Service Delivery in Swaziland” with an aim to support local authorities and associations of local authorities in contributing towards strengthened local governance, accountability, inclusive policy making and service delivery at local level.
Objectives
- Developing and supporting civic education, awareness raising and advocacy fostering citizen’s engagement with local authorities on developmental issues: e.g. enhanced citizen’s awareness and critical understanding of their rights, roles and responsibilities for engagement with local authorities.
- Enhancing the capacity of Local Authorities in line with their mandates as welfare providers to effectively deliver public services, notably social services, to anticipate and react to the challenges of poverty and social cohesion, and to take measures to promote inclusive and sustainable growth;
- Enhancing LAs and Local Authorities Associations leadership, institutional and operational capacities to execute their mandates as defined by law, with emphasis on inclusive, transparent, coordination and participatory governance at the local level.
- Addressing challenges of waste management and environmental sustainability in local authority territories.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 250,000.00 and EUR 250,000.00.
Location
Actions must take place in Swaziland.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a Local Authority (ies) (local government/municipality or equivalent) and Associations of Local Authorities (ALAs) and
- be established in a Member State of the European Union or in the Kingdom of Swaziland or in a SADC Member State
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary; and
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s). Lead applicants established in other countries other than Swaziland must act together with at least one partner organisation (Local Authority or Association of Local Authorities) established in Swaziland as co-applicant. Swaziland lead applicants may act individually or with co-applicant(s).
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
