The European Commission (EC) is calling for proposals to Support for media initiatives to fuel debate in the socio-economic field.
Objectives
- The general objective of this call for proposals is:
- Promote active monitoring of public economic policies and a pluralistic and inclusive debate around reform issues to support the country in its quest for sustainable development and contribute to increasing the accountability of public actors.
- The specific objectives of this call for proposals are:
- Specific objective 1 (lot 1): Contribute to strengthening an inclusive environment conducive to freedom of expression, access to information and media independence in Tunisia;
- Specific objective 2 (lot 2): Strengthen the capacity of the media and journalists in Tunisia to provide and put into perspective verified, relevant and quality information that contributes to enriching public debate on socio-economic issues;
- Specific objective 3 (lot 1 and 2): Encourage citizens to engage in constructive debate in order to increase pressure for greater accountability of public actors.
Priorities
The priorities of this call for proposals are:
- The strengthening of media actors and media civil society in their capacities to feed the debate on socio-economic issues;
- The strengthening of media and civil society actors to actively participate in the promotion and empowerment of Tunisian women, in particular through inclusive programming and communication without sexist and gender stereotypes;
- Increased cooperation between the media and civil society organizations to ensure that diverse voices (including those of women, youth, rural population, marginalized communities) are heard in public discourse on programs of reform.
- Better access to international and Tunisian expertise with a view to supporting and supervising the development of new content formats.
Types of Lots
The call is divided into two lots:
- Lot 1: Promoting freedom of expression and access to information
- Lot 2: Support the production and dissemination of content promoting interactivity and public engagement on socio-economic issues
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 4,000,000.
- Indicative envelope per lot:
- Lot 1: EUR 1,000,000
- Lot 2: EUR 3,000,000
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- For lot 1:
- Minimum amount: EUR 750,000
- Maximum amount: EUR 1,000,000
- For lot 2:
- Minimum amount: EUR 1,000,000
- Maximum amount: EUR 1,500,000
- For lot 1:
Eligibility Criteria
- Lead applicant
- To be eligible for a grant, the lead applicant must:
- be a legal entity and
- have no profit motive and
- belong to one of the following categories of organisations: non-governmental organisation, public sector operator active in the field of the media, and
- Be established in Tunisia, in a Member State of the European Union or in any eligible country as indicated in the basic act ENI/ENI and
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary.
- To be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in the development and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as apply to the lead applicant itself.
- Co-applicants must sign the mandate.
- If the grant is awarded to them, any co-applicants become beneficiaries within the framework of the action (with the coordinator).
- Affiliated entities
- The lead applicant and its co-applicants may act with affiliated entities.
- Only the following entities may be considered entities affiliated with the lead applicant or coapplicants:
- Only entities that have a structural link with the applicants (ie the main applicant or a co-applicant), especially if the link is legal or capital.
- This structural link mainly covers two aspects:
- Control the consolidated financial statements and other related reports of certain types of companies.
- Thus, the entities affiliated with an applicant can be:
- Entities controlled directly or indirectly by the applicant (subsidiary companies or first level subsidiaries). They can also be entities controlled by an entity controlled by the applicant (second level subsidiaries), and the same applies to the following levels of control.
- Entities that directly or indirectly control the applicant (parent companies). In addition, they may be entities that control an entity that in turn controls the applicant.
- Entities under the same direct or indirect control as the applicant (associated companies).
- Thus, the entities affiliated with an applicant can be:
- Membership, i.e. the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (for example, network, federation or association) than the proposed affiliated entities.
- Control the consolidated financial statements and other related reports of certain types of companies.
