The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Strengthening Citizen Engagement Activity.
Goal: The overall goal of SCE is to strengthen Serbia’s civic activism and increase citizen engagement in community development and reform processes.
For the purpose of this activity USAID defines citizen engagement as any individual or group activity addressing issues of public concern and improving the quality of life in a community.
Through provision of technical assistance, capacity building and re-granting, the SCE activity is expected to expand and diversify support for citizen activity and advocacy, to empower and engage new youth and female civic leaders and to continue building on successful efforts related to resource mobilization for community initiatives.

- Award Ceiling: $10,000,000
- Award Floor: $9,000,000
- The anticipated period of performance is 5 years. The estimated start date is mid-October 2022.
Eligibility Criteria
- This activity is restricted to the following Serbian local entities: for-profit, and nonprofit non-governmental organizations, and institutions of higher education.
- For the purposes of this section, local entity means an individual, a corporation, a nonprofit organization, or another body of persons that:
- is legally organized under the laws of;
- has as its principal place of business or operations in;
- is majority owned by individuals who are citizens or lawful permanent residents of; and
- managed by a governing body the majority of who are citizens or lawful permanent residents of a country receiving assistance from funds appropriated under title III of this Act.
