The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to optimize Mexican state Attorneys General Offices (AGOs) resources by ensuring Alternative Justice (AJ) mechanisms are properly and effectively implemented in cases that are subject to mediation and restorative justice.
The goal of this project is to increase the use of alternative dispute resolution mechanisms, plea bargaining, and other tools that accelerate the efficient resolution of cases while channelling investigative and prosecutorial resources towards high-impact crime such as homicide, kidnapping, assault, rape, and torture.
Project Goal(s)
The goal of this Grant is to optimize Mexican state AGO’s resources by ensuring AJ mechanisms are properly and effectively implemented in those cases that are subject to mediation and restorative justice.
Objectives
INL has identified the following subject areas as priorities for achieving the goal of this Grant:
- Mexican criminal justice system operators at the state level become more knowledgeable about the technical requirements, criteria, and benefits of Alternative Justice.
- Mexican state criminal justice operators acquire an actionable understanding of the factors and conditions that limit the use and effectiveness of Alternative Justice within their jurisdiction.
- State AGOs increase the likelihood that state-level prosecutors seek Alternative Justice resolutions for applicable offenses.
- AJ mediators can effectively implement restorative justice agreements.
- Mexican society becomes more aware, receptive, and confident about the use of AJ mechanisms.
Funding Information
- Length of performance period: 36 months
- Anticipated program start date: November 2022
- Number of awards anticipated: up to two awards (dependent on amounts)
- Award amounts: awards may range from a minimum of $1,000,000 to a maximum of $3,000,000 U.S. dollars
- Total available funding: $3,000,000 U.S. dollars
Participants and Audiences: The intended target audience will include Mexican justice sector operators involved with AJ and increasing efficiencies in the Mexican criminal justice system; members of Mexican society who could benefit from restorative justice agreements; and the general public.
Eligibility Criteria
The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 U.S. 115 tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs); and
- Foreign-based educational institutions
