The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is seeking applications from qualified Non-Governmental Organizations (NGOs) for a Grant to implement a program entitled “Support to the Liberian Justice Sector” with an aim to improve the capacity of the Liberian Judicial Branch to function effectively, so that citizens rely on and trust formal justice as an impartial means to settle disputes.
Objectives
- The implementer will produce a detailed baseline assessment that will inform and refine project activities. This assessment will examine (1) current Judiciary standard operating policies and procedures (SOPPs), skills, and resources, including for the work performed by court clerks, reporters and bailiffs, and the Jury Management Office; (2) how to improve performance monitoring by the Judiciary’s CIU and the MOJ; and (3) the needs and gaps in the management of the Office of Public Defenders, and in public defender lawyering skills. It will advise how JI can be used to design and deliver training based on each determined line of action, and focus on what can be done to expedite initial appearances and improve public defender lawyering skills and knowledge of the law.
- Informed by the assessment, the implementer will update its detailed work plan for INL approval for targeted assistance to the Judiciary and (for performance monitoring only) the MOJ. The implementer must provide a draft work plan with the initial proposal; this work plan will then be updated based on the assessment.
- Following INL approval of the program design and budget, the implementer will implement the program
Funding Information
- The anticipated total federal funding amount is not to exceed $2,500,000.
- The period of performance is two years with an anticipated start date of August 2017.
Eligibility Criteria
- U.S. not-for-profit/non-governmental organizations (NGOs) or U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or foreign not-for-profits/nongovernmental organizations (NGOs), or foreign based educational systems with the ability to develop and successfully implement a project in Liberia and meet INL’s reporting requirements.
- Applicants in the process of registration must submit proof that they are seeking non-profit status from the Internal Revenue Service at the time of proposal submission. Should the applicant be selected for an award, funding will be contingent upon 501(c)(3) status. Organizations must also be able to demonstrate current (or pending) country registration in Liberia, if required by the country of project implementation.
- Applicants must have demonstrated experience implementing similar capacity building programs, preferably in Liberia.
- INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
