The European Commission is seeking grant applications to support for a Regulatory Framework Governing Organic Farming and Labeling.
Agribusiness in Algeria: Innovation, Start-ups and Sustainable Agriculture”: With the aim of contributing to job creation in SMEs/SMIs in the green, circular and digital economy, this action consists of supporting Algeria in its efforts for economic recovery, through the development of innovation in the strategic sector of agribusiness. The aim is to contribute to making agriculture more efficient and intelligent while being respectful of the environment and more resilient to climate change.
Objectives
- Compliance with European standards of the regulatory framework governing organic farming and labelling is improved.
- The National labeling system is strengthened.
Aims
- Develop a regulatory framework and institutional mechanisms for organic farming;
- Build the capacity of certification bodies (National Committee, subcommittees, and decentralized bodies) to better support certification applicants;
- Support stakeholders involved in certification;
- Assist the MADRP in implementing the LAQ, particularly by defining higher quality criteria compared to a standard product. It will also involve finalizing five specifications for five agricultural products and supporting them until the certification is awarded.

- Total amount available for this call for proposals: 1,000,000.00 (one million euros).
- Maximum duration of the project: 24 months.
Expected Results
- The institutional mechanisms and legal framework governing organic agriculture are explicitly defined.
- By clarifying the responsibilities of the various institutions and establishing a coherent legal framework, it helps secure labeling practices, ensure official recognition of the label, and build trust among producers, operators, and consumers.
- The structures of the national labeling system are supported.
- Strengthening the technical, administrative, and organizational capacities of existing or newly created structures is essential, as it helps ensure transparency, rigor, and traceability in the certification process.
- Stakeholders involved in/engaged in certification are supported.
- By providing technical, organizational, or financial support to farmers, processors, and certification bodies, this outcome encourages their engagement in the process. It contributes to broadening adoption of the label, improving the quality of certified products, and lending credibility to the entire system.
- The MADRP’s work to develop the Agricultural Quality Label is supported.
- This institutional support ensures national consistency of the labeling system, promotes coordination between stakeholders, and strengthens the label’s alignment with public agricultural policies.
- The MADRP’s communication efforts around the label are supported. The national labeling system is strengthened.
- This result helps raise awareness, inform, and convince various audiences about the benefits of the label, thus contributing to the system’s adoption by stakeholders in the field and creating demand for labeled products.
Eligibility Criteria
- Only public administrations and mandated bodies of the Member States of the European Union as defined in the Twinning Manual are authorized to submit a proposal through the national contact points of the Member States of the European Union.
