The European Union (EU) has announced a call for proposals for under the two lots:
- Lot 1 – Technical Cooperation and Capacity Building Facility (TECCBUF)
- Lot 2 – Pacific Partnership to End Violence Against Women and Girls (PPEVAWG)
Objectives & Priority Areas
For Lot 1: TECCBUF
- The global objective of this call for proposals is to forge NSA networks that will improve influence of CSOs on the development, implementation and monitoring of regional policy.
- The overall objective is “to enable NSAs and CSOs to participate more effectively in regional policy making, development and implementation processes.”
- The purpose of the Grants will be to support NSAs progress their policy engagement into concrete mechanisms and actions with the support of strong partnerships and partners through strengthened internal governance and coordination structures.
- The specific objective(s) of this call for proposals is/are:
- Support non-state actors to strengthen partnerships to participate and influence regional policy dialogue
- Strengthen linkages and information flows regarding regional policy implementation to constituent groups
- Building capacity of CSO staff and partners for meaningful dialogue and influence relating to regional policy.
- Research, analysis and advocacy strategy development around regional policy issues
- Under this Lot, the priority areas are:
- To strengthen coordination of policy dialogue and initiatives by Regional and National level NSAs through consultation and engagement with their networks.
- Strengthened capacity of the Regional NSAs and national networks in regional policy engagement and implementation through increased networking opportunities. Regional NSAs present informed and consulted perspectives in regional policy spaces.
- Strengthen capacities of national umbrella NSA consultative processes to feed into regional policy dialogues.
For Lot 2: PPEVAWG
- The global objective of this call for proposals is to forge NSA partnerships / networks with strengthened capacity to make a meaningful impact in monitoring on gender and EVAW policy and legislation, to ensure accountability mechanisms for commitments around gender equality, including: shadow reporting; participation in peer review (modelled on the Forum Compact Process); assessing policy in practice; gender-based budget monitoring; and identifying linkages with PIFS-led reporting structures.
- The overall objective is “to support and enable innovative NSA partnerships to participate more effectively in the monitoring of Gender Equality and EVAWG policies and commitments by national authorities including governments and institutions”.
- The specific objectives of the Call for Proposals are:
- Enable NSAs to strengthen partnerships/consortiums to engage effectively in monitoring of Gender and EVAWG policies and commitments. Partnerships encouraged through this Call will include NSAs, regional/ national umbrella CSOs, private sector bodies and interagency groups that influence national and or regional policies related to gender equality and EVAW.
- Support NSAs partnerships to strengthen advocacy, policy engagement and capacity building work around regional and national gender equality policies and EVAWG commitments including consultative mechanisms on key budget and policy issues of national and sub-national governments;
- Upskill NSAs in the appropriate monitoring and reporting tools for Gender and EVAW policy commitments of national and regional institutions and interventions including legislation, gender analysis, research and shadow reports, gender-based budgeting.
- Under this Lot, the priority areas are:
- To strengthen monitoring and engagement around complimenting and contributing to existing monitoring and reporting systems established around the Pacific Roadmap for Sustainable Development, Pacific Leaders Gender Equality Declaration, the Framework for Pacific Regionalism, Pacific Framework for the Rights of Persons with Disabilities, BOE Declaration and the Samoa Pathway.
- Strengthened coordination of policy dialogue and initiatives by Regional and National NSAs through consultation and engagement with their constituent groups.
- Strengthened capacity of the Regional and National NSAs and communities in regional policy engagement and implementation and monitoring through increased networking opportunities, capacity building, policy engagement, research.
- Effective participation of NSAs in national monitoring processes around Gender and EVAWG at national level
- Support NSAs to form partnerships / consortiums to ensure effective monitoring of EVAWG commitments representing the EVAWG organizations, women’s organizations and umbrella national/ regional CSOs or NGOs with a specific policy monitoring mandate
- Strengthen capacities of NSA partnerships to conduct assessments, monitoring, advocacy, and development of national PLGED shadow reports, gender equality and EVAWG policy.
Size of Grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
- Lot 1 – TECCBUF:
- minimum amount: EUR 40,000.00
- maximum amount: EUR 100,000.00
- Lot 2 – PPEVAWG:
- minimum amount: EUR 40,000.00
- maximum amount: EUR 60,000.00
Eligibility Criteria
Lead Applicant
- Lot 1 – TECCBUF: In order to be eligible for a grant, the lead applicant must:
- be a legal entity
- be established and operating in at least one Member State of the 15 PACPs (Pacific ACP region)
- be non-Government and not for profit entity
- be operating at a regional level or be an umbrella organisation at national level
- be directly responsible for the preparation and management of the activity
- have an operational organisation bank account in the PACP country in which the organisation is operating in.
- Lot 2 – PPEVAWG: In order to be eligible for a grant, the lead applicant must:
- be a legal entity
- be established and operating in at least one Member State of the 15 PACPs
- be non-Government and not for profit entity
- be operating at a regional level or be an umbrella organisation at national level
- be directly responsible for the preparation and management of the activity
- have an operational organisation bank account in the PACP country in which the organisation is operating in.
- Demonstrated experience and leadership in the policy engagement and monitoring work related to Social Development, Gender and EVAWG
- In addition to the categories, the following are however also eligible:
- International organisations established and operating in at least one Member State of the 15 PACPs
Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- In addition to the categories, the following are however also eligible:
- International organisations established and operating in at least one Member State of the 15 PACPs.
Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
