The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is seeking proposals for its Advocacy Campaign for Women’s Empowerment and Gender Equality with leadership elements for one year (July 2017 – July 2018) to:
- raise awareness on gender-based discrimination and structural barriers hindering women’s leadership roles in economic activities in households, communities and labour markets in the local context (urban/semi-urban/rural),
- bring about policy changes that are sensitive to the needs of women by advocating strongly for gender sensitive plans and policies,
- promote increased participation and representation of rural women farmers in local-level decision-making process through community-level awareness raising and policy advocacy.
The proposed one-year advocacy campaign seeks to challenge structural barriers and stereotypical intergenerational socialisation patterns that hinder the promotion of women’s participation and leadership roles in economic activities. The proposed advocacy campaign also aims to create a space for excluded women to exercise their leadership skills and engage in local decision-making processes, building on the supportive and enabling local environment created.

Activity Target Groups
The target groups of the proposed assignment are as follows:
- Excluded women’s groups (home-based workers, women living with HIV, rural women, survivors of trafficking, conflict-affected women and returnee women migrant workers)
- Youth, men and boys, elderly people, community leaders, LGBTIQ communities
- Camp coordinators, schools and families of women migrant workers
- Government officials/agencies, policy makers, local authorities
- Political parties
- Private sector actors/Business Associations
- Civil Society Organisations
- Transport sector personnel (drivers, conductors)
Eligibility Criteria
Team Leader
- The Team Leader can be a national/international and an advocacy-campaign expert. She/he should have at least a Master’s degree in communication studies or any other relevant field. The Team Leader should have a minimum of 6-8 years of experience on implementing relevant advocacy campaigns with high level impact to different target groups, both at a national and local level. Experience on gender and/or women’s economic empowerment issues is highly desirable. The roles and responsibilities of the Team Leader will be to:
- Lead the overall advocacy campaign and supervise the Co-leader and team members
- Lead the design and implementation of the advocacy campaign targeting relevant stakeholders
- Assume responsibility for the overall quality, timelines and reporting of the proposed assignment
- Maintain effective and regular communications with UN Women
- Maintain professional ethics and integrity during implementation of the proposed assignment
Co-leader
- The Co-leader should have prior experience in leading similar advocacy campaigns. She/he should have at least a Master’s degree in communication-, gender-, or development studies, or any other related field. The Co-leader should have a minimum of 5 years of experience working with relevant advocacy campaigns. The roles and responsibilities of the Co-leader will be to:
- Provide support to the Team Leader and work under the overall supervision of the Team Leader
- Support the Team Leader in overall creative design, planning and high quality implementation of the advocacy campaign
- Maintain professional ethics and integrity during implementation of the proposed assignment
Team Members
- The Team Member should have prior experience in assisting relevant advocacy campaigns. She/he should have Bachelor’s degree in a relevant field of study. The Team Member should have at least 3 years of media experience or in gender-related advocacy campaigning. The roles and responsibilities of the Team Members will be to:
- Assist the Team Leader and Co-leader in the overall design and implementation of the advocacy campaign
- Demonstrate pro-activeness to conduct the task as assigned by the Team Leader and Co-leader
- Maintain professional ethics and integrity during implementation of the proposed assignment
Applying agencies must possess the sufficient level of institutional expertise and experiences in designing, managing and implementing advocacy campaigns with a similar scale and nature. Considering a large scale of the intended media campaign and its complexity in nature, international expertise in similar assignments are highly desirable.
