The Delegation for the External Action of Local Authorities (DAECT), the French Embassy in Moldova and the United Nations Development Program (UNDP) are jointly launching a program aimed at strengthening the provision of local public services by Moldovan local authorities, by facilitating the commitment of French local authorities alongside them.
The DAECT strongly invites French local authorities and their associations to join the program to bring their skills and their vision of local development, in order to enhance their know-how while strengthening their links with Moldova.
The communities will benefit from the financial support of the DAECT as well as the technical support provided by the UNDP in partnership with the Embassy in Moldova and the French Association of the Council of European Municipalities and Regions (AFCCRE) to participate in exchanges of expertise planned with Moldovan local authorities as part of the programme.
Objectives
This program aims to:
- Strengthen access to basic public services for Ukrainian refugees and residents of their host communities;
- Facilitate the promotion of French territorial expertise abroad, particularly in the areas of renewable energies, mobility, access to water and sanitation, waste treatment, inter-municipal cooperation as well as than crisis management;
- Develop the participation of French local authorities in multi-level programs designed and implemented by the UNDP in conjunction with the French government and the government of the partner country;
- To offer French local authorities the possibility of strengthening their ties with their peers in Moldova, whether to meet a specific need or to initiate a more lasting cooperation partnership.
Support
Participants in the program will benefit from threefold support:
- Technical: The winning local authorities and associations will be integrated into a large-scale program led by the UNDP, which will coordinate the response to local Moldovan needs, from the selection of beneficiaries in Moldova to the evaluation of the project’s impact in passing by the animation of the exchanges of expertise and the communication on the project.
- Financial: The DAECT will bear all the mission expenses of the French territorial experts (transport, accommodation, catering).
- Logistics: The experts will benefit from support to prepare their stay as well as their participation in exchanges of expertise (booking transport with Campus France, in particular).
Activities
As part of this local capacity building program in Moldova, exchanges of expertise are planned in three areas. Local authorities and candidate associations can position themselves on one or more of these aspects, depending on the expertise they have.
- Energy efficiency and mobility
- Expected:
- Sharing good practices on alternative energy sources for public services, with at least 10 Moldovan local communities (being selected by UNDP)
- Support for the establishment of small-scale energy solutions with 4-5 of these local communities ( eg solar panels to power public institutions, electric charging stations, etc.)
- Expected:
- Water, sanitation and waste management through intermunicipal cooperation
- Expected:
- sharing of expertise and examples of French practices in the context of activities to improve the legal framework for inter-municipal cooperation (political support and advocacy)
- Support to local public authorities in the regions of Cahul and Ungheni (including inter-municipal councils established in the two regions) to strengthen their capacities to provide water, sanitation and waste management services (needs analysis, acquisition of equipment, etc.).
- Expected:
- Capacity building of the Congress of Local Authorities of Moldova (CALM)
- Expected:
- Help this association to organize its advocacy and meet the training needs of Moldovan communities in the areas of inter-municipal cooperation, crisis management and recovery preparation.
- Community associations will be particularly relevant for this component.

Eligibility Criteria
- Any local authority or association of elected representatives can apply for this call in order to participate in the program through the mobilization of experts who may be: elected representatives, territorial agents, personnel coming under territorial partners of local authorities (water agencies , training centers, associations, etc.)
- Through this call for expressions of interest, local authorities and associations are invited to express their desire to participate in this program and the experts they could mobilize within the framework of it. It is only once notified that they will have to confirm the effective participation of their experts.
