The United Nations Development Programme (UNDP) is supporting inclusive recovery and resilience in Ukraine through its Democratic Governance and Inclusive Social Fabric Programme. This initiative is designed to help the government, civil society, and citizens of Ukraine advance democratic practices that are essential for sustainable development. These efforts focus on human rights, gender equality, civic participation, social cohesion, anti-corruption, and empowering civil society and youth.
The current project aims to promote human security and support urgent recovery from the devastation caused by the ongoing war in Ukraine. It targets complex and interconnected threats with immediate, integrated responses across multiple sectors to help communities rebuild and become more resilient.
Through its latest Call for Proposals, UNDP seeks to strengthen Ukraine’s information resilience by supporting civil society organizations. These efforts align with the national Media Literacy Development Strategy and UNDP’s broader governance and recovery goals. The call is divided into five thematic lots, each addressing critical needs in Ukraine’s fight against disinformation and corruption.
Lot 1 supports national and local efforts to promote media literacy as a societal value, contributing to the national media literacy strategy. Lot 2 funds research and monitoring of media literacy and harmful information influence to support strategic policy and communication. Lot 3 aims to train specific community groups to develop skills in identifying and responding to disinformation. Lot 4 focuses on improving transparency and accountability by helping national and local actors implement anti-corruption practices. Lot 5 fosters a culture of integrity by raising awareness and strengthening Ukraine’s whistleblower protection system.
Grants range from USD 20,000 to USD 35,000, depending on the lot. Eligible costs include staff salaries, consulting services, supplies, travel (within regulations), and other necessary project expenses. Ineligible expenses include proposal preparation, international travel, direct support to government bodies, construction, and profit-making activities.
Eligible applicants are non-profit organizations, including public associations and civil society organizations, officially registered in Ukraine. Each lot has specific experience requirements, ranging from one to four years of registration and prior project implementation. Women-led organizations are especially encouraged to apply.
Entities such as for-profit organizations, political parties, government bodies, religious groups, and individuals are not eligible for this funding. This initiative serves as a vital opportunity for local organizations to strengthen Ukraine’s democratic structures and civic resilience during a crucial time of national recovery.
