The European Union (EU) is currently accepting proposals from eligible organisations for its European Neighbourhood Programme for Agriculture and Rural Development in Georgia (ENPARD II) with an aim to improve employment and living conditions in the rural areas through the diversification of the rural economy.
The global objective of this call for proposals is to contribute to the reduction of rural poverty in Georgia.

- Improving the competitiveness of agriculture
- Improving the environment and the countryside
- Improving the quality of life in rural areas and encouraging diversification of economic activity
Priorities
- Support to the elaboration and implementation of local rural development strategies in each location of the action, using participative approaches
- Support to the establishment and capacity-building of Local Action Groups (LAG) in each location of the action for coordinating the implementation of activities under the strategy, following the EU LEADER approach
- Support to the implementation of local projects prioritised in the local strategies for each location of the action in the areas of agriculture, environment and other domains promoting rural economic diversification, including through financial and capacity-building support to third parties
Size of Grants
Any grant requested under this call for proposals must fall between EUR 1,800,000 and EUR 2,000,000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: non-governmental organisation and
- be established in a Member State of the European Union or in Georgia and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- belong to one of the two following categories:
- Category A lead applicant: the lead applicant must have proven experience of at least two years in Georgia in support to competitive and climate resilient agriculture, the promotion of viable off-farm economic activities and/or the sustainable management and protection of environmental resources.
- Category B lead applicant: the lead applicant must have proven experience of at least three years in a Member State of the European Union in support to the implementation of rural development initiatives following the LEADER approach.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant must act with co-applicant(s) as specified hereafter.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
