The Syria Recovery Trust Fund (SRTF) is a multi-donor trust fund initiated by the Group of Friends of the Syrian People and its Working Group on Economic Recovery and Development. The fund serves to channel grant funding from the international community in a transparent and accountable manner into projects inside Syria with the objective to alleviate the suffering of the Syrian people.
The fund’s mission and core objective is to relieve the suffering of the Syrian people affected by the ongoing conflict through recovery and rehabilitation efforts undertaken in partnership with the Interim Government of the SOC, local councils, local community organizations, and service providers. While the conflict continues, the SRTF assists Syrian communities in opposition-controlled territories by funding recovery initiatives for provision of essential services.

Funding Criteria
- Repair and rehabilitation of essential public services;
- Projects implemented with traditional providers of essential services;
- Purchase, repair and maintenance should comply to local standards;
- Procurement according to the terms of the SRTF Procurement Manual;
- Promote cooperation among local councils for exchange of knowledge, best practices and capacity development;
- Regular monitoring and reporting to the SRTF, donors and the public; and
- Field monitoring to ensure accountability in use of the SRTF grant resources.
Eligibility Criteria
In order for a project to be eligible, it:
- should promote and reflect the objective of the SRTF;
- will have a significant impact on improving the living conditions of the Syrian people;
- will address the rehabilitation or extension of public services and infrastructure;
- must respect the principle of “do no harm” or must minimize or avoid the harm that could predictably result from the project;
- shall not discriminate on the basis of religion, national origin, sex, age, disability, ethnicity, or any basis prohibited by law;
- shall be financially, technically, logistically and administratively feasible and achievable;
- shall have strong prospects for successful completion; and,
- shall be sustainable beyond the duration of SRTF support.
