The Commonwealth Fund is currently inviting applications for its Harkness Fellowships in Health Care Policy and Practice, providing a unique opportunity for mid-career health services researchers and practitioners to spend up to 12 months in the United States, conducting original research and working with leading U.S. health policy experts.
Benefits
- The Harkness Fellowship Award provides up to U.S. $130,000 in support.
- In general, the fellowship provides:
- round-trip airfare to the United States,
- a fixed monthly stipend for the fellows’ living expenses in the United States,
- funds to attend The Commonwealth Fund program of fellowship seminars,
- funds for project-related travel and other research expenses,
- health insurance coverage while in the United States, and
- payment of U.S. federal and state withholding taxes.
- An additional family supplement is provided to fellows accompanied by a partner and/or children (approximately $60,000 for a partner and two children up to the age of 18).
Eligibility Criteria
- The fellowship is open to mid-career professionals who are committed to improving health policy and practice through research, policy analysis, health services, or clinical leadership and are at a stage of professional development where the fellowship experience could have a significant impact on their career trajectory.
- Applicants must be citizens of countries mentioned below.
- Applicants who are not citizens of the country from which they are applying must have permanent residency and have lived in that country for at least the past three years. Such applicants must also be committed to pursuing careers in the country from which they are selected.

- 14 November 2016: Deadline for Canada, France, Germany, the Netherlands, Norway, and the United Kingdom
How to Apply
All candidates must complete a formal application, including:
- Statement of professional objectives;
- Curriculum vitae;
- Preliminary proposal (up to five pages) for a policy-oriented research project that fits within the Fund’s national program areas;
- Letter of reference from the applicant’s department chair or from the director of his or her institution (more than one applicant may apply from the same institution.
- Three professional references from senior health policy researchers, policymakers, or senior level managers, who can comment on the applicant’s past work and the potential contribution of his or her proposed project.
- Three published articles or reports.
