The EU-Health Programme “Ezaka ho Tomady” is working to improve access to and the quality of essential health services in Madagascar. It focuses on supporting mother-child health, youth—especially girls—and vulnerable populations. This initiative is part of the Multiannual Indicative Programme 2021–2027, which aims to boost human development in the country and reduce poverty by unlocking the potential of women and youth.
This call for proposals is aimed at strengthening governance in Madagascar’s health sector. It seeks to enhance accountability among all stakeholders involved in the organization and delivery of basic health services. The goal is to ensure that the population receives improved and sustainable healthcare through stronger community oversight and civil society involvement.
The objectives of the call are to implement citizen monitoring of SONU4 service delivery conditions in selected districts and to promote civil society participation in the operation of health services in CSBs and CHRDs. Monitoring will assess patient reception, staff performance, resource use, service pricing, and patient satisfaction. Dashboards will be used to track these indicators in healthcare facilities supported by the programme.
The information collected will be used for advocacy to improve service delivery practices. Monitoring data will be shared with all relevant stakeholders, including district-level service providers, programme partners like UNICEF, regional health directorates, and the Ministry of Public Health. Broader dissemination to other health partners and programs in Madagascar is also encouraged.
The funding amount available for this action is EUR 2,200,000, with the project duration expected to be between 36 and 48 months. Eligible applicants must be legal entities without profit motives and fall under categories such as NGOs, public operators, local authorities, or international organizations. They must also be established in an EU member state, Madagascar, or a country eligible under the EU’s cooperation financing rules.
