The Centers for Disease Control and Prevention (CDC), an agency of Department of Health and Human Services (DHHS) is seeking applications from eligible organisations for a program entitled “Scale-up of Community HIV Testing and Counseling (CHTC), Linkage to Care (LTC), Comprehensive Support for Key Population (KP) Activities and Combination Prevention Project Implementation Activities in Botswana under PEPFAR”.
The purpose of the program is to assist the GOB to strategically identify over 90% of all PLHIV, improve the yield of individuals who are newly testing positive from CHTC, increase rates of LTC for PLHIV not on ART, and provide comprehensive support for KP activities. It will support programmatic interventions for the Botswana Combination Prevention Project, including HTC, LTC, retention in care for PLHIV, and optimization of HIV care and treatment within MOH facilities under a universal test and treat approach.
Goals
- Achieving primary prevention of HIV infection through activities such as expanding confidential counseling and testing programs linked with evidence based behavioral change and building programs to reduce mother-to-child transmission;
- Improving the care and treatment of HIV/AIDS, sexually transmitted infections (STIs) and related opportunistic infections by improving STI management; enhancing laboratory diagnostic capacity and the care and treatment of opportunistic infections; interventions for inter-current diseases impacting HIV infected patients including tuberculosis (TB); and initiating programs to provide anti-retroviral therapy (ART);
- Strengthening the capacity of countries to collect and use surveillance data and manage national HIV/AIDS programs by expanding HIV/STI/TB surveillance programs and strengthening laboratory support for surveillance, diagnosis, treatment, disease monitoring and HIV screening for blood safety;
- Developing, validating and/or evaluating public health programs to inform, improve and target appropriate interventions, as related to the prevention, care and treatment of HIV/AIDS, TB and opportunistic infections.

PEPFAR Priorities
- CHTC, LTC, and KP: The purpose is to scale-up quality CHTC and LTC for high-risk, undiagnosed people living with HIV (PLHIV) in priority PEPFAR districts and provide comprehensive services for KPs in Chobe district. Identifying and linking PLHIV to treatment and care is the essential first step to achieving UNAID’s 90-90-90 goals and epidemic control.
- Botswana Combination Prevention Project: The purpose is to support combination HIV prevention through proven interventions implemented in 15 communities at high levels of coverage.HIV prevention interventions will include CHTC, LTC, retention in care and optimization of HIV care and treatment for PLHIV under a test and treat approach. These activities will help identify best practices to reduce population-level HIV incidence and achieve epidemic control in defined geographic areas or at national scale.
