With this Call for Proposals, the AICS headquarters in Amman intends to select, pursuant to art. 19 of the Statute of the Italian Agency for Development Cooperation projects of non-profit entities for the implementation of the emergency “Humanitarian assistance initiative to support the vulnerable, displaced population,refugee and returned”.
The initiative aims to help counter the consequences of the Iraqi and Syrian crises on the population directly affected by recent conflicts in the area (general objective). The target specific of the program therefore consists in helping to improve the living conditions of the vulnerable population present in Iraq. The goal must be achieved thanks to an action joint in the fields of education, health and livelihoods. As for services health, priority will be given to improving the quality and expanding the capacity of the public services already existing in the area; As for education, priority will be given to strengthen existing structures in order to create educational environments more suitable for learning and to create informal education opportunities for those who have escaped from the system formal education and which – for various reasons – cannot be included. As for the sector of livelihoods, priority will be given to vocational training and support of micro-enterprises, especially in the agricultural and services sectors.
The expected results formulated, the achievement of which will be functional to achieving the objective specific, therefore consist of:
- Improved access to quality health services in the target areas of the intervention;
- The availability of quality educational opportunities in the target areas of the intervention has increased;
- Increase income generation opportunities for the target population
Beneficiaries
- The direct beneficiaries will have to be the most marginalized fringes of the vulnerable categories to which the initiative is aimed at (i.e. refugees, displaced persons and returnee ), who will benefit from activities for them specifically dedicated so that they can improve their living conditions and recover a sense of normality despite the precariousness of their condition. The activities also intend encourage the return to areas of origin, including through rehabilitation and the provision of basic services and facilitating access to income generating opportunities.
Criteria
Non-profit entities can present project proposals for this Call for Proposals that, at the date of publication of this document, they are in possession of all the following requirements:
- Enrollment in the list pursuant to art. 26, paragraph 3, of Law 125/2014, or, for non-profit entities without an operating office in Italy (local and / or non-profit entities international), partnership agreement with one of the subjects registered. The agreement may be of various kinds (affiliation, association, partnership) but it must however, under penalty of exclusion, of a general nature, pre-existing in the notice (therefore not limited to a specific action or established only for the purpose of participation to this Call for Proposals ) and must remain valid even after the conclusion of the activities related to this Call;
- Specific and proven experience in humanitarian emergency interventions;
- For non-profit entities without an operating office in Italy (local and / or non-profit entities international), be established and in compliance with the legislation in force in the country of membership;
- Are not indebted to the MAECI DGCS and / or AICS or other donors, for certain debts, liquid and collectable, including debt situations deriving from revocation orders contributions for projects promoted and / or entrusted;
- Did not engage in conduct characterized by gross negligence or bad faith in the implementation of DGCS / MAECI, AICS, projects of other donors or in the exercise of their activities;
- Ability to operate on site according to local regulations (registration in progress validity with the competent Iraqi and / or Kurdistan region authorities Iraqi);
- In case of joint projects in Temporary Purpose Association (ATS): each of the non-profit entities belonging to the ATS must meet the requirements to be certified according to the methods.
