The EU-funded and UNDP-implemented project “Facilitating an Inclusive Green Transition in Moldova” invites local public authorities to apply for support to build voluntary waste collection centers. These centers aim to improve sustainable waste management, circular economy practices, and gender-inclusive green initiatives. Applications are open November 21 to December 26, 2025, for centers serving at least 30,000 inhabitants.
Overview
The project supports local authorities in Moldova to expand and modernize separate waste collection infrastructure. The initiative promotes circular economy practices, reduces pollution, and strengthens integrated waste management systems. It emphasizes gender-sensitive and youth-inclusive approaches, eco-innovation, renewable energy, sustainable transport, and resource-efficient solutions.
Objectives

Establish voluntary waste collection centers accepting bulky waste, glass, wood, paper, textiles, plastics, and metal packaging

Improve coordination and participation in green transition policies

Enhance data-driven decision-making

Promote inclusive practices with women and youth as key drivers of change

Encourage recycling, reduce emissions, and support eco-innovation
Eligibility
-
Local public authorities across Moldova, including the left bank of the Nistru River
-
Centers must serve a minimum of 30,000 inhabitants
-
Authorities must provide land owned by the municipality (≥0.350 hectares), free of encumbrances, with utilities access and a paved road
-
Applicants must submit letters of guarantee confirming land use and participation from at least one recycling company
-
Proof of an approved or developing Local Waste Management Program and existing waste disposal services with tariffs
-
Declaration committing to maintain the center for at least five years
Funding and Support

Estimated construction cost per center: 16,000,000 MDL, including equipment

Top three scoring localities will receive full technical and financial support, including:

Development and approval of technical designs

Environmental impact assessments

Construction works

Procurement of equipment and machinery to increase efficiency

Submission in Romanian using the required form

Letters of guarantee from local authorities and recycling companies

Completion of administrative and technical eligibility checks
Evaluation Process

Administrative Eligibility Check: Verifies completeness and compliance of submissions

Technical Assessment: Scoring based on project feasibility, impact, and alignment with project objectives

Approval Recommendation: Top three applications approved for full support; remaining projects placed on a reserve list
Responsibilities of Applicants

Obtain all necessary permits independently

Ensure engagement of a site manager according to legal requirements

Maintain the center’s functionality for at least five years

Participate in information sessions organized by the project for guidance
