The Italian Agency for Development Cooperation (AICS) has announced a call for proposals for Resilience and social stability: the creation of temporary employment opportunities to support Lebanese municipalities in managing the economic and social consequences of the crisis.
The project proposals submitted as part of the Call for Proposals must contain data relating to beneficiaries differentiated by gender, age, nationality, and persons with disabilities. The proposals projects must describe the involvement of the beneficiaries in all phases of the cycle project and must include activities dedicated to the protection of the most vulnerable groups.
Funding Information
- The total contribution of the AICS for all interventions carried out by non-profit entities in the context of this Call for Proposals it is equal to Euro 7,385,000.00.
The planned activities must include:
- Temporary employment of vulnerable people (Lebanese and refugees) in exchange for a subsidy economy provided through traceable and easily accessible payment systems beneficiaries. Each beneficiary must be employed for 40 working days in one period of approximately three continuous months.
- Construction/rehabilitation of public works, provision of municipal services, realization interventions for environmental protection. This activity may include construction or rehabilitation of roads, green areas, irrigation channels, sources of water supply, retaining walls, maintenance of public buildings, collection and management of urban waste, tree planting, agricultural land reclamation, and similar activities. The necessary materials should be purchased, when possible, on the local market, in order to permit one positive economic impact in the areas of intervention.
Location
- The project proposals may concern all regions of Lebanon.
Beneficiaries
- The direct beneficiaries will be the men and women (Lebanese and refugees) involved in the scheme of temporary employment.
- The selection of direct beneficiaries must actively involve the municipalities, SDCs, and UNHCR or UNRWA (for refugees).
Project Proposal Requirements
- The maximum duration of the project activities: 12 (twelve) months;
- Compliance with the indications contained in paragraph 4 of this Call for Proposals;
- Approval/approval of the proposal by the Municipalities or Unions of Competent municipalities;
- Letter of intent with the MoSA, containing an indication of the SDCs to be involved in the project;
- Loan requested from AICS between € 900,000.00 and € 1,200,000.00;
- Each non-profit entity can submit only one (1) project proposal in the context of this Call for Proposals, regardless of its role (be it, proposer, alone, or as an agent of a Temporary Association of Purpose – ATS, or otherwise principal of an ATS). The submission of more than one proposal by the same subject (be it the proposer, alone or as an agent of an ATS, or otherwise the principal of an ATS) is therefore a reason for exclusion.
Eligibility Criteria
They can submit project proposals for this Call for Proposals the subjects non-profit, at the date of publication of this document, they possess all the following requirements:
- Registration in the list pursuant to art. 26, paragraph 3, of Law 125/2014, or, for the subjects non-profit organizations with no operational headquarters in Italy (local and/or international non-profit entities), a partnership agreement with one of the parties registered on the aforementioned list. The deal can be of various kinds (affiliation, association, partnership) but it must still be, under penalty general exclusion pre-existing to this Call for Proposals (and not limited therefore to a specific action or established only for the purposes of participation in this Call) and must remain valid even after the conclusion of the activities relating to the Call;
- Specific and proven experience in humanitarian aid interventions;
- For non-profit entities without an operational headquarters in Italy (local non-profit entities and / or international), be established and in compliance with the legislation in force in the country of membership and in compliance with the provisions for non-profit entities from same legislation;
- They are not indebted to the MAECI DGCS and / or AICS or other donors, for certain, liquid debts and due, including debt situations resulting from revocation measures grants for projects promoted and / or entrusted;
- They have not engaged in behavior characterized by gross negligence or bad faith in the realization of projects DGCS / MAECI, AICS, of other donors or in the exercise of their activities;
- In the case of joint projects in the Temporary Association of Purpose (ATS): each of the non-profit entities belonging to the ATS must meet the requirements to be certified according to the procedures of the present Call.
