Applications are open for “The Pacific Island Countries Participation Fund (PIC Fund)” with an aim to increase attendance by Pacific Island citizens at regional and international conferences or events relevant to their countries’ development.
The PIC Fund is a contestable fund managed by the New Zealand Aid Programme. Supporting people to attend conferences strengthens the ownership of development processes and activities in their home countries.

Funding Information
- For conferences held in New Zealand, the per diem is NZ$80.00 a day (breakfast NZ$20.00, lunch NZ$15.00, dinner NZ$35.00, incidentals NZ$10.00).
- In addition, Pacific island country participants staying in New Zealand may claim accommodation costs up to NZ$160.00 + GST a night per person.
Eligible Activities
- Eligible events must be consistent with the participant’s own country priorities, and the New Zealand Aid Programme’s strategic outcomes, i.e.:
- Investing in economic development
- Promoting human development
- Improving resilience and responding to disasters, and
- Building safe and secure communities.
- Eligible activities include events – conferences, meetings or workshops – that contribute to:
- improving interaction and agreement between Pacific island countries and institutions
- assisting Pacific Island countries to implement international agreements
- capacity building for sustainable institutional development
- promoting gender-equitable participation and access
- contributing to enhancing government, non-government organisations and private sector interaction, and
- improving decision-making proces
Eligibility Criteria
- Applications will be accepted from organisations only (i.e. not individuals), including government departments and agencies.
- Organisations must be legally incorporated bodies. MFAT reserves the right to request copies of an organisation’s certificate of incorporation, constitution and latest annual financial statements during its appraisal of an application.

Eligible Countries: The Cook Islands, Federated States of Micronesia, French Polynesia, Fiji, Kiribati, Nauru, New Caledonia, Niue, Palau, Papua New Guinea, the Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu, and Wallis and Futuna.
