The Integro Association has announced a call for applications with project proposals from Roma and pro-Roma civil society organizations registered and operating in Bulgaria.
This call is organized within the framework of the project “Roma civil society organizations promoting EU values – ROVA”, hereinafter referred to as the ROVA project. The ROVA project is funded by the EU CERV Program and implemented by a consortium of NGOs, with the lead organization ERGO Network.
Objectives
- Objectives of the competition procedure:
- To develop the capacity of Roma and pro-Roma organisations and Roma communities to promote EU values: respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including minority rights.
- To promote Roma access to fundamental rights.
- To promote equality and social inclusion of Roma.
- To promote a human rights-based perspective on the situation of Roma.
- To counter anti-Roma attitudes.
- To contribute to the monitoring of the implementation of the National Strategy of the Republic of Bulgaria for Equality, Inclusion and Participation of Roma (2021-2030) and its implementation plans at local and regional level.
- To develop cooperation between Roma communities and public institutions.
- To promote cooperation between Roma and non-Roma civil society organisations.
Funding Information
- The total available budget for financing projects in Bulgaria is 300,000 euros. The maximum grant for a single project is 30,000 euros.
- Projects supported under this call must be implemented in the period from 1 January 2026 to august 2027.
Eligible Activities
- Capacity development activities for organizations, professionals or community members (trainings, seminars, mentoring, coaching and other non-formal education tools).
- Information campaigns aimed at the general public, including communication actions,
creation and dissemination of materials (offline and online), public events and cultural
products. - Activities to strengthen the rule of law and representation of underrepresented groups – including organizing and mobilizing community, advocacy activities, monitoring and evaluation of policies and programs targeting Roma, as well as legal consultations, drafting opinions and publications.
- Public initiatives promoting active citizenship and participation of Roma and other members of the local community – for example, local initiatives, volunteer activities and support for bottom-up movements.
Eligibility Criteria
- Civil society organizations registered and operating in Bulgaria can apply for funding if they meet the following conditions:
- They are registered under the Non-Profit Legal Entities Act (NPLE) or the People’s Community Centers Act
- Organizations under the NPLE are registered for public benefit
- They have a clearly defined mission, internal structure and governance rules, set out in the statute or founding documents
- They operate transparently and with the participation of stakeholders
- They are independent of national, regional and local authorities, public institutions, political parties and commercial organizations. The majority of their founders or members of the management body must not represent any of these institutions.
- They guarantee public access to their activities by publishing annual reports on their activities and finances, in accordance with the Commercial Register Act and the Register of Non-Profit Legal Entities.
- Newly established organisations and organisations that are not legally obliged to publish reports at the time of application may provide a description of their initial activities and planned transparency measures.
- They have no outstanding public liabilities.
- They respect and promote the fundamental rights and values of the European Union, as set out in Article 2 of the Treaty on European Union and the Charter of Fundamental Rights. The declaration confirming this must be signed with the application form.
