Applications are now open for 3rd Call for Proposals of the European Neighbourhood Instrument Cross-Border Cooperation Programme Latvia-Lithuania-Belarus 2014-2020 to strengthen relations, raise capacities and share experience among people and organisations from Latvia, Lithuania and Belarus through implementation of joined actions aimed at increasing the overall quality of life in the border regions.
Thematic Objectives & Priorities
- Promotion of social inclusion and fight against poverty:
- Enhancing the access to social and other services for vulnerable groups;
- Stimulating employment through entrepreneurship and innovations.
- Support to local and regional good governance:
- Increasing capacity of local and regional authorities to tackle common challenges;
- Strengthening society.
- Promotion of local culture and preservation of historical heritage:
- Promoting and preserving cultural and historical heritage and traditional skills.
Funding Information
The EU funding per project can vary from 100 000 EUR to 1 200 000 EUR.
Eligibility Criteria
- In order to be eligible for the EU funding, Lead Beneficiary and beneficiaries:
- shall be one of the following types of organisations:
- National, regional and local authorities.
- Bodies governed by public law, associations formed by one or several such authorities or one or several of such bodies governed by public law:
- established for the specific purpose of meeting needs in the general interest, not having an industrial or commercial character,
- having legal personality and
- financed, for the most part, by the State, regional or local authorities, or other bodies governed by public law; or subject to management supervision by those bodies; or having an administrative, managerial or supervisory board, more than half of whose members are appointed by the State, regional or local authorities, or by other bodies governed by public law.
- Non-state actors (established for the specific purpose of meeting needs for the general interest, not having an industrial or commercial character and having legal personality): non-governmental organisations;
- local citizens’ groups; communities; public enterprises;
- local organisations (including networks) involved in decentralised regional cooperation and integration;
- women’s and youth organisations, teaching, cultural research and scientific organisations;
- universities;
- cross-border associations, non-governmental associations and independent foundations;
- international organisations with a base of operations in the Programme area;
- European grouping of territorial cooperation.
- In addition, project beneficiaries, not acting as Lead Beneficiaries, may be:
- Public equivalent bodies which means any legal body governed by public or private law:
- established for the specific purpose of meeting needs for the general interest and having partly industrial or commercial character,
- having legal personality, and
- either financed, for the most part, by the state, or regional or local authorities or other bodies governed by public law;
- or subject to management supervision by those bodies,
- or having an administrative, managerial or supervisory board, where more than half of the members are appointed by the state, regional or local authorities or by other bodies governed by public law.and
- Public equivalent bodies which means any legal body governed by public or private law:
- shall be one of the following types of organisations:
- be located (be registered or have a registered operating office) in the eligible area of the Programme.
