The Bureau of Justice Assistance is seeking applications for its Harold Rogers Prescription Drug Monitoring Program.
The Harold Rogers PDMP TTA Program supports state and territory PDMP administrators and practitioners in their efforts to expand the collection, improve the quality, and promote the use of PDMP data to prevent the diversion and misuse of pharmaceutically controlled substances.

- Goal 1: To deliver a range of effective and relevant TTA that empowers and enables states and territories, their partners, and stakeholders in their efforts to collect, analyze, and use PDMP data both within and across states:

Eligible Activities
- Utilize a diverse range of vetted local and national subject matter experts to plan and implement TTA activities.
- Coordinate all activities and products with BJA’s National Training and Technical Assistance Center (NTTAC) and maintain an online project tracking tool.
- Support and maintain the dedicated PDMP Training and Technical Assistance Center website to house products, resources, and tools for grantees and the field.
- Establish and maintain a process for PDMP administrators to request TTA at no cost and for these requests to be triaged, serviced, and tracked for reporting purposes.
- Develop articles and detailed resources to promote promising practices regarding the collection, exchange, sharing, analysis, and use of PDMP data.
- Develop national level reports. Topics could include, but are not limited to, the volume of data collected by PDMPs and accessed by prescribers/dispensers through PDMPs across the country; and the participation and contributions of PDMPs to state and local efforts to curb nonfatal and fatal overdoses including through Overdose Fatality Reviews. These reports should include infographics and other data visualization strategies as appropriate.
- Provide monthly opportunities for cross-site coordination and peer to peer learning, including through communities of practice.
- Develop content and deliver webinars to address training needs.
- Host regional in-person PDMP administrator meetings annually, providing travel costs for up to 14 attendees.
- Host a series of listening sessions among different PDMP user groups to better understand their usage and to inform innovations needed in the PDMP field.
- Support RxCheck Hub as a fully operational data sharing system to securely and efficiently share PDMP data between states or with a health information exchange/electronic health record (HIE/EHR) system.
- Facilitate monthly calls for RxCheck Hub Working Groups and their subcommittees.
- Host two RxCheck Hub Working Group meetings annually for up to 25 members and two speakers.
- Host a national convening of state PDMP officials to share information, identify gaps, and discuss opportunities to improve services.
- Present on PDMPs at national meetings, conferences, or events annually.
- Collaborate with the training and technical assistance providers that support the Comprehensive Opioid, Stimulant, and Substance Use Program Resource Center to identify opportunities for joint initiatives.
Deliverables
- Selected TTA Provider will:
- Conduct an annual national assessment of PDMP practices and develop and publish the findings in an annual report.
- Develop and disseminate an annual PDMP legislative update reflecting state legislative updates.
