GCERF, in collaboration with the CSM in the Philippines, is pleased to announce a call for expressions of interest for academic institutions, research centres, think-tanks and non-profit organizations in the Philippines to become a GCERF Local Knowledge Partner (LKP) through GCERF’s Core Funding Mechanism (CFM).
The Philippines’s PVE landscape has evolved since GCERF’s initial engagement in 2019, with the development of the PCVE National Action Plan, which GCERF’s grantees have reviewed and contributed to. GCERF assesses that the initial three years of investment have demonstrated the potential for long term sustainable change in the areas of programming leading to significant reductions in recruitment and radicalisation. Rounds 1 and 2 grantees have been able to work collectively, increasing the effect and impact of their programming and this approach will be sustained in the third funding round which will last for 36 months.
Priority Programming Areas
- GCERF’s Investment Strategy 2023 – 2025 in the Philippines focuses on
- Developing inclusive process with governance actors, including conflict resolution mechanisms;
- Prioritising of transitional justice;
- Access to meaningful livelihoods linked to private sector and government-backed opportunities; and
- Increasing integration and quality of education in madaris;
- Peace education and strategic communications are included as cross cutting approaches.
Funding Information
- GCERF plans to sign grant agreements with the LKP by September 2023. GCERF will use the Core Funding Mechanism (CFM) to provide the grant. The grant amount ceiling is a maximum of USD350,000.
- Duration: The grants will be no less than 36 months and no more than 48 months in duration.

- Mindanao (including but not exclusively in the BARMM region)
Demographic Focus
- Children who have, or are at risk of dropping out of school (14 – 18 years old male and female)
- Un- or under-employed youth (19 – 35 years old)
- Religious, Tribal, Community Leaders (male and female)
- Governance actors (Local authorities, Security and Justice actors, male and female).
Eligibility Criteria
- GCERF, in collaboration with the Country Support Mechanism (CSM), is looking for a Philippines-based organisation to perform the role of Local Knowledge Partner in the Philippines, supporting GCERF’s portfolio in the region. GCERF’s portfolio is implemented by Civil Society Organisations based in the country.
- The LKP will assume a core function in GCERF’s Philippines programming with the overall objective to support GCERF portfolio regarding monitoring and evaluation, knowledge management, and research for GCERF portfolio in the Philippines, strengthening the generation and consumption of evidence by both internal and external stakeholders. These include national authorities, regional institutions, donor community, and local civil society partners.
- The LKP will fulfil a three-tier requirement:
- Mapping and capacity building on data management
- Third-Party Monitoring exercises and evaluations
- Research generation for policy and practice
- GCERF is therefore seeking to enter into an agreement with a local institution for an expected duration of 36 months to 48 months. The Local Knowledge Partner will work closely with GCERF’s country-team for the Philippines, GCERF Performance and Impact team, and GCERF grantees in Philippines.
Required Capabilities
- Thorough knowledge of M&E methodologies and tools;
- Experience and skills in M&E capacity building (e.g., workshop facilitation and mentoring);
- Experience on conducting third-party monitoring and external evaluations, especially on projects related to Peace and/or P/CVE;
- Expert understanding of current trends and challenges in P/CVE in the Philippines and community-based approaches to programming and implementation;
- In-depth knowledge of the Philippines;
- Excellent English and Filipino and relevant local language/dialect skills in the areas covered in the Philippines;
- Ability to draft concise reports and communicate clearly (including visualisation of results and findings when feasible);
- Ability to interact with various stakeholders and clients in a sensitive and effective way;
- Experience in working with civil society organisations is extremely relevant;
- Experience in working with governments, and multilateral organisations similar to GCERF is an added advantage;
- Experience on publishing reports (evaluations, research) is important;
- Physical presence in the Philippines through the existence of the organisation Headquarters or local offices in the countries.
