Deadline: 5 March 2018
British Council is seeking proposals from experts who can provide a high-level horizon scan of the research and evidence on the role that education can play in fostering security, peace and stability globally.
The British Council is the UK’s international organisation for cultural relations and educational opportunities. They create friendly knowledge and understanding between the people of the UK and other countries. The British Council do this by making a positive contribution to the UK and the countries work with changing lives by creating opportunities, building connections and engendering trust.
Education is an important part of the global debate on how to foster security, peace and stability. Academic research shows that it can play a role in reducing internal conflict, by promoting inclusion, strengthening social cohesion, developing a more engaged citizenry and increasing economic productivity. Education can also benefit inter-state relations, by promoting positive cooperation and dialogue during times of diplomatic tension.
Research Objectives
- The first objective is to identify and provide a high-level horizon scan of the best available academic research and evaluative data concerning which education interventions (including of the kind offered by international ‘cultural relations’ actors such as the British Council) foster security, peace and stability globally.
- The second objective is to identify frameworks, evidence and theories of change from this research and data that can provide insight into the contribution British Council education programmes from recent decades have made to security and stability in the countries they are delivered and for the UK. This will involve identifying the best available evidence from past British Council programmes as well as similar programmes ideally undertaken by other educational and cultural organisations working internationally. It will provide analysis as to what particular contribution such organisations can make and how they do so.
- The third objective is to identify models that could help us to better understand how the British Council’s future work could be adapted to provide greater benefits for security, peace and stability, and to enable us to provide convincing cases for its expected benefits.
