The British Embassy Yangon (Rangoon) has announced its call for concept notes under FCO programme funds for the financial year April 2020 – March 2021.
The objective of the FCO programme funds is to support the ongoing transition process and promote a stable, secure and prosperous Myanmar.
In particular, the Embassy is looking for projects under the priorities below that can be carried out in FY 2020/21.
- UK values: Promoting civil and political rights including freedom of expression, freedom of religion and belief, rule of law (including accountability) and positive measures to counter hate speech.
- UK soft power: Promoting the UK’s soft power including expertise, language, and education.
- Multilateralism: Supporting Myanmar’s participation in the Rules Based International System, including its ability to participate in international organisations and uphold international standards, for example, Anti-Money Laundering.
- Others: Preventing illegal wildlife trade, mitigation measures on climate change.
Principles
The projects should reflect the following principles in the delivery of its outcomes:
- Ensure meaningful involvement of youths, women, LGBTIQ, and people with disabilities from diverse ethnic and religious backgrounds to deliver inclusive and impactful programming.
- Programmes should be designed to reflect gender and conflict sensitivity.
Funding Information
- Short-term responses: One-off or small scale activities including workshops or participation in meetings, conferences, and seminars. Maximum fund limit is USD 15,000. Activities should be completed by 15 March 2021.
- Short-term projects: Specific projects that can be completed by 15 March 2021. Maximum fund limit for each project is USD 100,000.
Bids Assessment Criteria
Bids will be assessed against the following criteria:
- The strategic fit with the priorities.
- The technical feasibility of the project activities and outputs.
- Value for money.
- The capability of the implementing organisation.
Important Tips
Please consider the below tips when designing your project.
- Only single project bid is accepted from an organisation.
- Payments are deliverables-based and thus made after the completion of project activities. Advance payments are not usually possible.
- 85% of project fund should be spent by 15 December 2020 and full spend by 15 March 2021. Thus activities should be planned ahead accordingly.
- The combined total of management fees, overheads and administration costs should not exceed 10% of the overall budget. As this is not allowed in a lumpsum or percentage amount, this should be elaborated when the shortlisted applicant is requested for a full proposal and detailed budget.
- Equipment purchases are not allowed.
- Multi-year projects will not be considered.
