The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for projects that support Tunisian-led justice and accountability efforts. DRL’s objective is to support the advancement of Tunisia’s transitional justice process, in collaboration with key government and civil society partners.
Program Approaches
- Building the capacity of relevant institutions, government and non-government, to effectively and collaboratively implement transitional justice processes and commitments, including those outlined in the constitution and Organic Law on Establishing and Organizing Transitional Justice;
- Supporting key stakeholders to develop an action plan for implementation of established transitional justice commitments and recommendations, including as outlined in Part 8 of the Organic Law on Establishing Transitional Justice;
- Supporting the efforts of Tunisian civil society organizations to advocate for implementation of such commitments, including by building awareness of the transitional justice process and advocating for its continued advancement;
- Supporting government and civil society collaboration in transitional justice measures, including developing efforts for preservation of memory and enhancing representation of and advocating for services for victims.

Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
- Applications submitted by for-profit entities may be subject to additional review following the panel selection process.
- Additionally, the Department of State generally prohibits profit to for profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs.
